Before model toys are sold in the Canadian market, they need to go through the testing process of SOR/2011-17 "Toys Regulations" to ensure that they comply with Canadian toy safety standards. The following is a brief guide to the testing process:

1. Select a certification body

First, the manufacturer or importer needs to select a certification body that is officially recognized by Canada and has relevant qualifications for testing. This certification body will be responsible for subsequent testing and evaluation.

2. Prepare samples and materials

Before submitting a test application, the manufacturer or importer needs to prepare samples of model toys to be tested and organize relevant technical information of the product. These materials may include product manuals, bill of materials, design drawings, etc., so that the certification body can fully understand the design and manufacturing process of the product.

3. Submit an application and send samples

The manufacturer or importer needs to submit a test application to the selected certification body and send the prepared samples and relevant materials to the certification body. In the application, the regulations and standards that need to be met should be clearly stated, that is, SOR/2011-17.

IV. Testing and Evaluation

Structural and component stability test: evaluate whether the structure and components of the model toys are stable to prevent small parts from loosening or falling off during use.

Edge and corner treatment test: check whether the edges and corners of the model toys are rounded to prevent scratches or punctures on children.

Hazardous substance limit test: test whether all materials and coatings used in the manufacturing process of model toys contain chemicals that are harmful to the human body, such as heavy metals (such as lead, mercury, etc.), phthalates, etc. The content of these harmful substances must be lower than the limit specified in SOR/2011-17.

Flammability test: evaluate the flammability of model toys to ensure that they are not flammable under normal use conditions, thereby preventing the occurrence of fire and other injuries.

Electrical safety test (if applicable): If the model toy contains electrical parts (such as battery drive, remote control, etc.), its electrical safety performance needs to be tested to ensure that it will not cause injuries such as electric shock.

Packaging requirements test: If the model toy is packaged in a soft film plastic bag and the opening circumference is less than a certain size (such as 35.3 cm), the thickness of the plastic bag and the clarity of the warning label need to be tested to avoid the risk of suffocation of children.

V. Issue test report and certificate

If the model toy passes all the test items, the certification body will issue a test report and certificate that complies with the SOR/2011-17 standard. This report and certificate will prove that the model toy has passed the Canadian toy safety standard test and can be legally sold in the Canadian market.

VI. Subsequent supervision and compliance

After obtaining SOR/2011-17 certification, manufacturers or importers also need to comply with relevant Canadian regulations and standards to ensure the continued compliance of the product. This includes regularly updating product information, accepting spot checks and audits by market supervision departments, etc.
