What is UL certification
On September 21, 2023, the U.S. Consumer Product Safety Commission (CPSC) published two final rules in the Federal Register.
The Commission voted and adopted ANSI/UL 4200A-2023 as the safety standard for Amazon products containing button batteries and the testing and labeling requirements of 16 CFR 1263, Safety Standard for Button Batteries or Consumer Products Containing Such Batteries, for the purpose of complying with Reese's Law. The rule will take effect on March 19, 2024.
The Commission also incorporated the standard outlined in section 1263.4, which provides instructions for labeling requirements for battery packaging, with a separate implementation date of September 21, 2024.
Therefore, manufacturers and/or importers of products containing button batteries must provide a product certificate for all children's products or a general certificate of conformity (GCC) for general use consumer products imported into and sold in the U.S. market.
What does GCC mean?
GCC is the abbreviation of General Conformity Certification, which is called "General Conformity Certificate" in Chinese. For general-purpose consumer products (not specifically designed for children) containing button batteries, manufacturers or importers need to provide GCC to prove that the product complies with relevant safety standards including ANSI/UL 4200A. GCC documents should generally include the following main contents: Basic identification information of the product, such as name, model, manufacturer, etc. Declaration that the product complies with all applicable safety standards and regulatory requirements, such as ANSI/UL 4200A, etc. For each standard, list all test items and results performed. Signed by the authorized person of the manufacturer or importer to formally certify the conformity and compliance. Provide a compliance test report or letter issued by a third-party certification body as proof. In simple terms, GCC means that for products not specifically designed for children, a letter report is issued to the manufacturer or importer based on the ANSI/UL 4200A standard test as supporting evidence for the preparation of GCC.
Overview of UL 4200A Standard
1 Scope of application of the standard Consumer products containing button-type lithium batteries with a diameter not exceeding 32mm Not limited to a specific type of product, including but not limited to remote controls, electronic toys, small appliances, etc. Products designed specifically for children require a separate children's product certificate General consumer products are subject to a General Certificate of Conformity (GCC)
2 Purpose of standard formulation The main purpose is to prevent the risk of injury caused by children accidentally ingesting/inhaling button batteries Comply with the requirements of the US Reese's Law Act Through mandatory design requirements, children are prevented from contacting batteries to the greatest extent possible
3 Basic requirements of the standard Requirements for products with user-removable batteries Products where the battery can be removed/replaced by the user must prevent children from accessing the battery, and require the use of tools or double action to open the battery compartment. Requirements for products where the battery cannot be removed/replaced by the user Products where the battery cannot be removed/replaced by the user must completely prevent users or children from removing the battery, such as welding and fixing.
Introduction to requirements for products containing button batteries designed specifically for children
1 Product design stage Follow the safety design requirements for button batteries, such as using a battery compartment that requires double action or special tools to open, and the battery is permanently fixed, etc. Meet other relevant design requirements of children's product safety standards such as ASTM F963, such as small parts to prevent choking, edges to prevent cuts, acceptable heavy metal content, etc.
2 Material selection link Button batteries should use lithium metal or lithium ion chemical systems, and mercury batteries are prohibited Other materials should meet the limit requirements of heavy metals, phthalates, etc.
3 Product testing and certification Entrust a third-party laboratory to UL 4200A and other relevant standards, including drop, impact, battery fixation test, etc. Special tests are designed for children's use scenarios to simulate possible misuse behaviors of children Pass all tests and obtain children's product certificate
4 Labeling and instruction requirements The product and packaging must have instructions for use by children of appropriate age and battery safety warnings The instructions must list various safety precautions and usage recommendations
Warning label requirements:
Clearly state the danger of swallowing; Where feasible, instruct consumers to keep new and old batteries out of the reach of children. If the battery is accidentally ingested, seek medical attention immediately and follow any other consistent medical advice. Warning statements should be placed on the product's packaging, instructions and battery box.
