I. Overview of the basic process

According to the EU POPs Regulation ((EU) 2019/1021) and the requirements of the testing agency, the processing process is mainly divided into the following steps:

1. Fill in the application form and provide product information

- Application form content: basic information such as product name, model, purpose and target market must be clearly stated.

- Product information: including technical documents, material list (non-metal material type must be marked, such as plastic, rubber, textiles, etc.), production process description, etc.

2. Send samples

- Sample requirements: It needs to be split according to homogeneous materials, focusing on non-metallic parts (such as coatings, plastics, sponges, etc.), and samples of different colors or materials must be marked separately.

- Exempt materials: metals, ceramics, glass, etc. do not need to be tested.

3. Testing by testing agencies

- Test items: Recommended test items based on material use (example):

- Plastic/rubber: SCCP (short-chain chlorinated paraffin), HBCDD (hexabromocyclododecane), etc.

- Coating/textile materials: PFOS (perfluorooctane sulfonate), PFOA (perfluorooctanoic acid), etc.

- Limit standards (key indicators):

- SCCP: ≤0.15% in articles.

- HBCDD: ≤100ppm.

4. Check the draft report

- Content review: Confirm the compliance of test data, product information and limit values, and feedback modification opinions within 2-3 working days.

5. Issue formal certificate

- Certificate type: including test report and declaration of conformity, valid for 1 year (some institutions support extension and renewal).

2. Processing cycle

Cycle: 5-7 working days for routine testing (complex projects such as multi-material mixed testing may be extended to 10 days).

3. Notes

1. Accuracy of material classification

- Non-metallic materials must clearly state their uses (such as flame retardants, coatings, etc.) to avoid missed inspections due to incorrect classification.

- Mixed test and single test selection: single-point testing is recommended for materials with large color/material differences, and mixed testing can be performed in normal situations.

2. Dynamic tracking of regulations

- The EU frequently updates the POPs list (such as the addition of decabromodiphenyl ether and PCP in 2019), and it is necessary to ensure that the testing agency adopts the latest standards.

3. Verification of agency qualifications

- Laboratories with CNAS (China Accreditation Service for Conformity Assessment) and CMA (China Metrology Certification) qualifications are preferred to ensure international mutual recognition of reports.

Through the above process, companies can efficiently complete EU market access compliance and avoid recall risks caused by excessive POPs.
