The following are the core requirements and processes of EN71 testing that need to be met when exporting remote control cars to the EU, integrated from relevant regulations and testing standards:
I. Applicable testing standards and scope
1. Regulatory basis
- It must comply with the EU Toy Safety Directive 2009/48/EC and the EN71 series of standards, and is applicable to toys for children under 14 years old.
2. Classification of remote control cars
- It is an electric remote control toy and needs to meet the electromagnetic compatibility test of the Radio Equipment Directive (RED), but the main safety test is still mainly based on EN71.
II. Core testing items
According to the EN71 standard, remote control cars need to complete the following three basic tests:
1. Physical and mechanical performance test (EN71-1)
- Small parts test: Prevent detachable parts (such as wheels, battery covers) from causing swallowing and choking risks.
- Sharp edge/point test: The edges of the shell and metal parts must meet the passivation requirements.
- Tension and torque test: Simulate the scene of children pulling to ensure that the parts are firm (such as antennas and connecting wires).
- Drop test: Freely drop from a height of 85cm for 3 times to check for structural damage and exposure of dangerous parts.
2. Flammability test (EN71-2)
- Material burning rate: Plastic shells, soft decorative parts, etc. must meet the burning rate ≤30mm/s.
3. Chemical element migration test (EN71-3)
- 8 heavy metal dissolution limits:
- Lead (Pb) ≤90ppm, cadmium (Cd) ≤75ppm, mercury (Hg) ≤60ppm, etc.
- Test method: Soak the material in simulated gastric juice (0.07mol/L hydrochloric acid) and detect the dissolution amount by ICP-MS.
III. Special requirements and extended tests
1. Battery-related tests
- Remote control cars containing button batteries need to additionally test the child-proof design of the battery compartment.
2. Additional chemical tests (EN71-9~11)
- If paint or coating is used, phthalates (≤0.1%) and formaldehyde emission must be tested.
IV. Testing process and document preparation
1. Sample requirements
- Provide 3-5 complete sets of samples, including components of different colors/materials (to be tested separately).
2. Technical documents
- Material list (BOM), circuit diagram, battery specification, instruction manual (including age label).
3. Certification cycle and cost
- Cycle: 5-7 working days for regular testing, expedited service can be shortened to 3 days.
