The EU UFI (Unique Formula Identifier) application process is to ensure the safety and compliance of mixtures placed on the EU market. The following is a detailed application process:
1. Determine the scope of UFI generation
First, confirm whether your product falls within the scope of the UFI generation, mainly those hazardous substances and mixtures subject to CLP (Classification, Labelling and Packaging) regulations.
2. Prepare relevant information
Prepare the following information:
- Submitter information: company name, address, telephone, email, VAT number, etc.
- Product information: country of destination, name of the product placed on the market, direct use, downstream user end use, packaging type and size, etc.
- Mixture information: name, physical state, color, pH, components, classification and labeling information, toxicological information, etc.
3. Create UFI number
UFI can be generated online and assigned to products. There are two ways to generate UFI:
- Use the VAT number of the EU company to generate VAT.
- If the company does not have a VAT number, you can select the option to create a UFI without a VAT number and just enter any number between 0-268435455 to generate a random number.
4. Information adjustment
The information in the SDS (Safety Data Sheet) may not be suitable for direct PCN (Poison Centres Notification) notification. Companies need to prepare more accurate information to pass the review of the ECHA (European Chemicals Agency) submission portal.
5. Prepare and submit the notification dossier
ECHA has established a unified poison center notification (PCN) format for submitting the required information to the poison center. Companies can prepare and export the corresponding IUCLID format dossier online and finally submit it through the ECHA Toxicology Center Notification Portal (PCN portal).
6. Update the notification when product information changes
If the product information changes, the company is obliged to update the notification in a timely manner.
7. Display UFI
After the company obtains a valid UFI, it must be displayed on the label, requiring the UFI to be printed or pasted on the label or internal packaging, close to other label elements, but not necessarily in the label. There are no regulations on the color and font size of UFI, as long as it is clearly visible, recognizable and indelible.
