The complete process and key points for testing televisions for hazardous substances under China's RoHS (Regulations on the Restriction of Hazardous Substances in Electrical and Electronic Products):
I. Preliminary Preparation
1. Confirming Applicability
- Televisions are mandatory products under the "Compliance Management Catalogue" and must demonstrate compliance through voluntary national certification or self-declaration.
- Testing Items: Lead, cadmium, mercury, hexavalent chromium, polybrominated biphenyls (PBBs), polybrominated diphenyl ethers (PBDEs), and four phthalates (DEHP/BBP/DBP/DIBP). Limit requirements: Cadmium ≤ 0.01% (100 ppm); other phthalates ≤ 0.1% (1000 ppm).
2. Sample Disassembly and Preparation
- Disassembly Principle: Disassemble into the smallest homogeneous unit (e.g., plastic housing, PCB, cables, etc.), and test metal and non-metal components separately.
- Sample Requirements:
- One complete device + spare samples of key components (such as the screen and motherboard);
- 30g or more of sample for different materials (10ml or more for liquids).
- Documentation: Product Bill of Materials (BOM), circuit diagram, and Supply Chain Material Declaration Form (MSDS).
II. Testing Process
1. Selecting a Certification Body
- Laboratories with CMA/CNAS certification (such as Dezewei) are preferred.
2. Submission and Testing Execution
- Testing Methods:
- Heavy Metals (lead, cadmium, mercury, etc.): Initial screening by X-ray fluorescence spectrometry (XRF); retesting by ICP-MS if exceeding standards;
- Hexavalent Chromium: UV spectrophotometry;
- Brominated Flame Retardants/Phthalates: GC-MS or HPLC.
- Turnaround: 5-7 working days, typically up to 10 days for complex designs.
3. Determination Criteria
- Based on GB/T 26125-2011, "Determination of Restricted Substances in Electrical and Electronic Products."
III. Notes
1. Disassembly Rules
- Metal parts are tested for only four heavy metals; non-metal parts (plastics, coatings, etc.) are tested for all ten.
2. New Substance Control
- Four new phthalates will be added after July 2021, requiring full testing for televisions.
3. E-commerce Platform Requirements
- JD.com, Tmall, and other platforms require a Chinese-language report with a CMA/CNAS stamp, including the product model and batch number.
