According to the Chinese national standard GB6675 series ("Toy Safety Technical Specifications"), cloth toys intended for children under 14 years old must pass GB6675 testing and certification before they can be marketed. The following are the specific procedures and precautions:
I. Scope of Application
1. Mandatory Targets:
- All cloth toys designed or intended for children under 14 years old (such as dolls, cloth books, stuffed dolls, cloth puzzles, etc.).
- Exceptions: Public playground equipment and toys equipped with internal combustion engines are not subject to this standard.
II. Core Testing Items (GB6675.1-4)
| Test Category | Test Content
| Physical and Mechanical Properties
(GB6675.2) | Small Parts Risk, Sharp Edges, Rope Length (≤220mm), Filling Uniformity, etc.
| Flammability
(GB6675.3) | Surface Burning Velocity (≤30mm/s), Hair/Flying Object Flame Retardancy
| Chemical Safety
(GB6675.4) | Migration of 8 Heavy Metals (Lead, Cadmium, etc.) + 6 Plasticizers (DEHP/DBP/BBP, etc. ≤0.1%)
> Note: Starting in 2025, the number of plasticizers tested will increase from 3 to 6 (including DIBP/DPENP, etc.). Please pay attention to the latest limits.
III. Certification Process (5-7 business days)
Step 1: Application Submission
- Submit an application form to a CNAS/CMA-accredited testing organization (such as Guorui Testing or Beice Testing);
- Provide technical documents:
- Product specification (including applicable age and material information);
- Bill of Materials (BOM) indicating the materials of fabric, filling, and accessories.
Step 2: Sample Submission
- Sample Requirements:
- Main fabric ≥ 20cm x 20cm (separate for different colors/materials);
- Filling ≥ 200g + 3 complete finished products;
- Special Handling:
- Fabric with printed patterns requires separate sampling.
Step 3: Laboratory Testing
- Physical Testing: Simulates child tearing and biting (e.g., button pull resistance ≥ 70N);
- Chemical Testing:
- Fabric is tested for heavy metals using the artificial sweat migration method;
- Plastic accessories are tested for plasticizers using gas chromatography.
Step 4: Report Issuance
- After passing the test, a bilingual report in Chinese and English will be issued (valid for one year by default; retesting is required if the material changes).
️ IV. Special Considerations for Fabric Toys
1. Material Pretreatment:
- Fabric must be washed once before inspection (to prevent color fastness issues that could lead to excessive chemical content).
2. High-Risk Control:
- Avoid using PVC-coated fabrics (plasticizer content may exceed the standard);
- Recycled fibers are prohibited as fillings (they may contain heavy metal residues).
3. Labeling Requirements:
- The label "Warning: Contains small parts. Not suitable for children under 3 years old" (if containing removable accessories) must be marked.
