EU EN71 Certification Report Process for Children's Toys and Tableware

EN71 is the EU standard for toy products. The purpose of the EN71 certification for toys in Europe is to technically regulate toys entering the European market, thereby reducing or preventing harm to children.

I. Core Process of EN71 Certification for Children's Toys and Tableware (6 Steps)

Step 1: Clarify Certification Standards and Testing Items

Children's toys and tableware must primarily meet the following 3 core standards (other modules may be added depending on product characteristics):

Special Note: If the product claims to be "safe for food contact" (e.g., a simulated dinner plate labeled "suitable for snacks"), additional testing according to the EU Food Contact Materials Standard (10/2011/EU) is required to detect the total amount of migrations.

Step 2: Choosing a Certification Body and Preparing Documents

1. Body Selection:

The body must be qualified (e.g., DZW Testing) to ensure the report is recognized by EU customs.

Prioritize laboratories with experience in testing children's tableware (this can reduce testing delays due to complex materials).

2. Document List:

Product Information: Name, model, applicable age (e.g., "3 years+"), material description (wood/plastic/silicone, etc.).

Technical Documents: Design drawings (including component dimensions), BOM (Bill of Materials, specifying pigment/adhesive brand and model).

Samples: 3-5 complete sets of finished products (including all colors/accessories; for tableware with silicone anti-slip mats, a separate silicone sample is required).

Step 3: Sample Testing and Key Indicators

The laboratory will conduct tests in the following order, focusing on the "risks associated with child use" of toy tableware:

1. Physical Safety Testing (EN71-1):

Small Parts Testing: Detachable parts (such as tableware handles) must pass a 70N tensile test to prevent accidental swallowing by children.

Drop Test: After three drops from a height of 1 meter, the structure should show no damage or sharp edges.

2. Chemical Safety Testing (EN71-3):

Heavy Metal Migration: Immersion test using a solution simulating saliva/stomach acid to ensure that the leaching of elements such as lead and cadmium does not exceed the standard.

Phytaldehyde: PVC parts must be tested for a total of 6 phthalates ≤0.1%.

3. Flammability Testing (EN71-2, if applicable):

Pluff/fabric tableware (such as cloth placemats) must pass a horizontal burning test (flame spread rate <100mm/min).

Step 4: Cycle and Costs (Reference Range)

Factors Affecting Costs: Quantity of materials (e.g., wood + silicone require separate testing), quantity of colors (each paint color requires separate heavy metal testing).


Step 5: Report Review and Certificate Acquisition

1. After passing the test, the laboratory issues an EN71 test report (must include a CE marking declaration of conformity).

2. The company needs to review the report information (e.g., product model, test standard version) and obtain the CE certification certificate after confirming its accuracy.

3. Document Archiving: Test reports, certificates, and technical documents must be kept for at least 10 years for potential EU customs inspections.


Step 6: Affixing the CE Mark and Market Access

Affix the CE mark (height ≥ 5mm, clearly legible) to the product or packaging.

Importers must sign a Declaration of Conformity (DoC) stating that the product complies with EN71 and the EU Toy Safety Directive (2009/48/EC).

II. Compliance Considerations Specific to Toy Tableware

1. Material Selection:

Preferably use water-based paints (easier to pass the EN71-3 test than oil-based paints). Wood must be free of formaldehyde release.

Silicone parts must be tested for Bisphenol A (BPA), with a limit of <0.05mg/kg.

2. Design Optimization:

Avoid detachable small parts (such as cartoon animal ears). If necessary, use a double-fastening method of "thermal fusion + mechanical snap-fit".

Edges must pass a 1.35mm sharpness test; rounded corners or silicone wrapping can be used.

3. Labeling Guidelines:

Packaging must include an age warning (e.g., "Not suitable for children under 3 years old") and the EN71 certification number.
