What documents are required for DGCCRF certification of PVC pallets in France?

To obtain French DGCCRF certification for PVC pallets, the following documents are required. Based on the specific testing requirements for PVC materials, the documents can be divided into four categories:

I. Basic Application Documents

1. Certification Application Form: Must include the applicant's (manufacturer/exporter's) full name, address, contact person, contact information, and a description of the product's intended use in France.

2. Company Qualification Documents: A copy of the business license (stamped with the official seal). If applying through an agent, an official authorization letter is required.

II. Product Technical Documents

1. Product Instruction Manual: Clearly define the applicable scenarios for the PVC pallet (e.g., contact with water-based, acidic, or high-fat foods), operating temperature range, reusability, and cleaning and maintenance methods.

2. Product Specifications: Detailed information on the pallet's dimensions, thickness, food-contact surface area, weight, etc.

3. Product Visual Documents: Clear photos from multiple angles (including overall appearance, the inner surface in contact with food, and material details). A structural diagram may be necessary.

III. Material and Process-Specific Documentation

1. Material Composition List:

Material certificate for food-grade PVC resin, requiring a compliance report from the resin supplier confirming that the resin meets food contact standards;

Additive Details: Specific types and proportions of plasticizers (e.g., DEHP, DINP, DINCH), heat stabilizers, and lubricants, along with corresponding compliance certificates for food-grade additives;

2. Production Process Documentation:

Production process description, highlighting key process parameters for polymerization, plasticizing, and other critical stages;

Vinyl Chloride Monomer (VCM) Residue Control Certificate: Such as the polymerization process report for resin production, proving that VCM residues meet the latest DGCCRF detection limit requirements (≤0.1ppm);

3. Raw Material Supplier Information: Names, addresses, and contact information of all raw material (PVC resin, additives) suppliers.

IV. Samples and Supporting Documents

1. Test Samples: Provide 3-5 representative samples according to laboratory requirements (must be completely consistent with the actual export product and meet the migration testing requirements of different food simulants);

2. Pre-test Report (Optional): If compliance pre-testing of PVC materials has been completed, a third-party test report can be provided for reference;

3. Declaration of Conformity: A clear declaration must be made stating that the product complies with French DGCCRF 2004-64 regulations and EU (EU) No. 10/2011 plastics regulations, and must be stamped and confirmed by the applicant.

Note: All submitted documents must be in English or French. Chinese documents must be accompanied by an officially recognized translation to ensure that the information matches the usage scenario and material characteristics of the PVC pallet and meets the DGCCRF's specific testing requirements for PVC products (total migration test, vinyl chloride monomer residue, plasticizer migration, etc.).
