EU RoHS Hazardous Electronic Test Report for Beauty Devices

The RoHS Directive is a mandatory standard established by EU legislation, namely the "Directive on the restriction of the use of certain hazardous substances in electrical and electronic equipment."

I. Basic Explanation of EU RoHS Testing

The EU RoHS is a mandatory standard, officially titled "Directive on the restriction of the use of certain hazardous substances in electrical and electronic equipment." The latest version currently in effect is RoHS 3 (2015/863). Beauty devices fall under the category of electrical and electronic products, and exports to the EU must comply with this standard. Otherwise, the products face the risk of penalties and destruction. Compliant products also have a stronger competitive edge in the EU market.

This standard restricts 10 hazardous substances, with the following limits: Cadmium (Cd) ≤ 0.01% (100 ppm); Lead (Pb), Mercury (Hg), Hexavalent Chromium (Cr(VI)), Polybrominated Biphenyls (PBBs), Polybrominated Diphenyl Ethers (PBDEs), Di(2-ethylhexyl) Phthalate (DEHP), Butylbenzyl Phthalate (BBP), Dibutyl Phthalate (DBP), and Diisobutyl Phthalate (DIBP) ≤ 0.1% (1000 ppm).

II. Testing Items

Metal Components: Testing for lead, mercury, cadmium, and hexavalent chromium (4 items).

Non-metal Components: Testing for the above 4 items plus polybrominated biphenyls (PBBBs), polybrominated diphenyl ethers (PBDEs), DEHP, BBP, DBP, and DIBP (10 items in total).

III. Required Documents

1. Completed application form and guarantee letter, indicating the report language (Chinese/English), and providing corresponding Chinese and English information for the report;

2. Two finished product samples (for report verification; if samples are submitted separately by material, metal samples should be 10-20g/sample, non-metal samples 30g/sample; special components such as circuit boards and power cords require separate testing);

3. Component test reports and complete machine test reports;

4. Product test report summary;

5. Bill of Materials (BOM);

6. Simple sectional view of the finished product structure (recommended for verification);

7. Product manual or specifications and performance description, product quality control chart (if applicable);

8. RoHS compliance declaration (DoC) for the complete machine.

IV. Application Process

1. Institution Selection: Choose a reputable third-party testing institution with CNAS and CMA accreditations, such as Dezewei Testing (CNAS registration number: L8083), to ensure the report is recognized in the EU market.

2. Application and Quotation: Submit the application form and the above-mentioned documents. The testing institution will determine the fee based on the product material, quantity, and testing items.

3. Contract Signing and Sample Submission: After confirming the quotation, sign a service agreement, pay the fee, and send the prepared samples.

4. Laboratory Testing:

Metallic materials are tested for lead, mercury, cadmium, and hexavalent chromium (4 substances); non-metallic materials are tested for 10 restricted substances.

Common testing methods include X-ray fluorescence spectrometry (XRF), ICP-MS (inductively coupled plasma mass spectrometry), and GC-MS (gas chromatography-mass spectrometry).

Some certification stages also require review of the manufacturing process, supplier bill of materials/test reports, etc.

5. Result Processing: A RoHS test report will be issued directly if the test is successful; if it fails, the raw materials must be replaced and the test repeated until it is successful.

6. Subsequent Compliance: A report and RoHS compliance declaration will be issued. These documents must be retained for at least 10 years for potential inspections by EU customs or regulatory bodies.

V. Fees and Timeframe

Fees: Charged based on product material and quantity. Approximately 600 RMB per material; a package price can be negotiated for multiple materials, depending on product complexity.

Timeframe: The testing cycle for standard products is 5-7 working days; for complex products such as those containing batteries, it can be extended to 10 working days. The report validity period is typically 1-2 years, which can be extended if the product material remains unchanged; retesting is required if the material is updated.

VI. Precautions

1. The outer packaging material must be tested simultaneously to avoid overall non-compliance due to restricted substances in the outer packaging.

2. In addition to RoHS, platforms/scenarios such as Amazon and German customs may also require a REACH compliance declaration for export to the EU.

3. It is recommended that companies establish an environmental record for raw materials and conduct random inspections of key components in each batch to reduce environmental compliance risks.
