Steps for Obtaining an EU EN71 Report for Metal Assembled Toys

I. Preliminary Preparation (1-2 days)

1. Confirm Product Positioning

Define product name, target age group, and target market.

Distinguish between "electric" and "battery-equipped" models (affecting EMC, EN 62115, and RoHS testing requirements).

2. Compile Technical Documents

Bill of Materials (BOM), Material Specifications

Packaging, Labels, and Instruction Manual Samples

Supplier Material Declarations (metals, plastics, coatings, inks)

3. Sample Preparation

Prepare 5-10 complete sets of finished products (including packaging and accessories).

Keep extra sets for potential adjustments.

II. Select a Testing Institution

Prioritize ISO 17025 + CNAS accredited laboratories.

Commonly Used Institutions (Domestic & International): DEZEW Testing CNAS Registration No.: L8083

Confirm the laboratory can also issue CE Declaration of Conformity.

III. Sample Submission and Quotation

Submit a product information sheet; the laboratory will provide a testing plan and quotation.

Standard Package: EN 71-1 + -2 + -3 + -16 (Required for metal assembly toys)

Additional requirements for electric models: EMC (EN 55014-1/-2), RoHS, battery testing

IV. Laboratory Testing

V. Rectification (If Not Passed)

The laboratory issues a list of non-conforming items.

Common rectification measures: Replace with lead-free and cadmium-free alloy, switch to environmentally friendly plasticizers, add a deburring process, adjust the coating process.

Resubmit samples for further testing after rectification.

VI. Obtaining the Report (1-3 days)

The laboratory issues an English test report (including product description, limits, results, judgment, and qualification stamp).

The report is usually valid for 5 years and must be reassessed after standard updates.

VII. CE Compliance Closed Loop (Key Steps)

1. Prepare Technical Files: Design drawings, BOM, test report, risk assessment, production consistency statement.

2. Draft EC Declaration of Conformity (DoC): Issued by the manufacturer or EU representative.

3. Appoint an EU Authorized Representative (EU Representative): Required for non-EU manufacturers, responsible for EU market registration and liaison.

4. Affix CE Marking: Height ≥ 5mm, affixed to the product itself or packaging.

5. Also include age warnings (e.g., "Not suitable for children under 3 years old").

VIII. Post-Market Surveillance

Retain technical documents for at least 10 years.

Cooperate with EU market supervision and RAPEX notifications.

Major design changes require retesting and certification.
