I. Confirmation of Applicable Standards

II. Application Process
1. Select a Testing Institution: Choose a third-party laboratory with CNAS accreditation that can directly issue EU-recognized EN71 reports (Recommended: Dezeway Testing, CNAS Registration No.: L8083).
2. Submit Application Documents: Product images, material specifications, BOM list, product manual, age label, and country of export destination.
3. Sample Preparation: It is recommended to provide 3-5 identical samples (multiple parallel tests are required for some items).
4. Sample Submission: Send the samples to the designated laboratory.
5. Laboratory Testing: The testing period is generally 5-7 working days.
6. Report Issuance: An English version of the EN71 test report will be issued after the test is passed.
7. Follow-up Maintenance: If there are any changes in the product material, structure, appearance, or supplier, a reassessment is required to determine if supplementary testing is needed.
III. Fees and Processing Time
Fee Range: 800~2500 RMB (Standard plush toys require 3 basic tests)
Additional Testing Items: Additional fees apply if the product contains electric components, magnets, cosmetic accessories, etc.
Report Validity: It is recommended to update annually or upon significant changes (no mandatory deadline, but cross-border e-commerce generally requires within 1 year).
IV. Post-Application Support
Affix the CE mark to the product or packaging (plush toys fall under the Toys Directive 2009/48/EC).
Draft and sign the EU Declaration of Conformity (DoC).
Prepare technical documents: product description, design drawings, test reports, risk assessment, age description, etc.
Appoint an EU Authorized Representative (EU representative information must be reflected on the product/packaging/instruction manual).
V. Special Notes for E-commerce Platforms
Amazon, eBay, Temu, SHEIN, and other platforms generally require the following when listing plush toys:

Complete the CE Declaration of Conformity.

From 2024, new EU regulations (EU) will apply. 2023/988 further strengthened toy compliance requirements, and non-compliant products will face the risk of being removed from shelves, recalled, and fined. It is recommended to check other mandatory requirements such as REACH and POP at the same time.
