Steps to Obtain an Amazon CPC Testing Report for Plush Toys
CPC (Children's Product Certificate) is a mandatory compliance requirement for products exported to the US market for children under 12 years old. Plush toys, as typical children's products, are subject to this requirement.
I. Confirm Applicable Regulations and Standards
ASTM F963-17: US Toy Safety Standard (Core Standard, covering physical and mechanical properties, flame retardancy, and chemical properties)
CPSIA (Consumer Product Safety Improvement Act):
Lead content ≤ 100 ppm (substrate) / ≤ 300 ppm (coating)
Phytaldehyde content limits
Specific requirements for plush toys:
Hygiene and safety of stuffing
Sewing strength / tensile strength test (preventing small parts from falling off)
Tensile strength test for accessories such as nose and eyes
Short chain risk (risk of swallowing small parts)
II. Select a Compliant Testing Organization
Must be a CPSC (Consumer Product Safety Commission) accredited third-party laboratory (Dezeway CPC No.: 1552)
The laboratory must have ISO 17025 accreditation for the certificate to be accepted by US Customs and Amazon.
III. Prepare Samples and Documents
Sample Quantity: 6-10 samples recommended. Complete finished product (including all accessories and packaging)

VI. Factory Compliance and Information Retention
After passing the test, the laboratory only issues a Test Report
CPC The certificate must be completed and issued by the importer or manufacturer (based on the test report).
It must be based on a report from a CPSC-accredited laboratory; otherwise, it is invalid.
VII. Upload to Amazon Backend
Go to Seller Central → Account Status → "Certificates" or "Compliance Requests"
Upload the CPC certificate + test report in PDF format (Amazon will also require to see the report).
It is recommended to prepare this in the listing as well to avoid delisting complaints.
Key Notes
1. The CPC must include the following information: product name and model, applicable age range, manufacturer/importer information, testing standard, test report number, issuance date, and responsible person's signature.
2. Process each SKU separately: Different models, colors, and sizes must be tested separately (if the materials are exactly the same, they can be combined).
3. Report validity period: Usually 1 year, some buyers or Amazon may require annual renewal.
4. Child choking warning: The packaging must include an age warning, such as "WARNING: Choking Hazard - Small parts. Not for children under 3 yrs".
5. Third-party testing + Self-issuance: Under US regulations, importers are primarily responsible for compliance, therefore many sellers choose to partner with third-party compliance service providers to handle the signing process.
