Handheld game consoles are classified as electrical and electronic equipment subject to the RoHS Directive; therefore, they must undergo a RoHS compliance assessment before being exported to the EU. Here is the complete process:

I. Clarify RoHS Testing Requirements

Regulated substances (10 items): Lead (Pb), Mercury (Hg), Cadmium (Cd), Hexavalent Chromium (Cr(VI)), Polybrominated Biphenyls (PBB), Polybrominated Diphenyl Ethers (PBDE), and four phthalates (DEHP, BBP, DBP, DIBP).

Testing standard: Chemical analysis based on the IEC 62321 series of methods.

Limit requirements: Except for Cadmium (≤100 ppm), the limit for the other nine substances is ≤1000 ppm.

II. Application Process (4 Core Steps)

1. Prepare application materials

Product manual, BOM (Bill of Materials)

Information on component and raw material suppliers

Existing test reports or material declarations (e.g., MSDS, REACH reports)

Product photos and teardown diagrams

2. Submit samples for testing

Submit the complete unit or critical components to a third-party laboratory with CNAS/CMA accreditation (Dezewei Testing CNAS Registration No.: L8083).

Recommended testing methods: Test the finished unit OR test critical raw materials/components individually and aggregate the results.

Key areas of focus: Solder, PCB, plastic housing, batteries, screen assemblies, connecting cables, etc.

3. Compile Technical Documentation

Upon passing the test, a complete compliance file must be established, including:

Product design data and material specifications

Original test reports

Supplier RoHS declarations of conformity

Risk assessment and details regarding the use of exemptions

4. Sign Declaration of Conformity (DoC) + Affix CE Mark

Manufacturer or EU Authorized Representative issues the EU Declaration of Conformity (DoC).

Affix the CE mark to the product itself or its packaging.

Technical documentation must be retained for at least 10 years (for review by EU market surveillance authorities).

2. Re-evaluation required for material changes: Any change in key raw material suppliers or manufacturing processes necessitates re-testing.

3. Select an authoritative laboratory: EU customs and market surveillance authorities recognize reports with CNAS accreditation; it is recommended to use laboratories with international mutual recognition.

4. Provide an English template for the Declaration of Conformity (DoC): This facilitates use by EU importers.
