Guide to Obtaining EU RoHS Test Reports for Desktop Cameras

I. Product Applicability

Desktop cameras fall under the "IT and telecommunications equipment" category of the RoHS Directive (2011/65/EU) and are subject to mandatory RoHS compliance testing. Whether they are wired USB cameras, Wi-Fi cameras, or conferencing cameras, they must meet these requirements to be placed on the EU market.

II. Core Process (6 Steps)

| 2. Select Agency | Choose a testing agency with CNAS/CMA accreditation and EU recognition (e.g., Dezewei Testing, CNAS Reg. No.: L8083). |

| 3. Disassembly & Classification | The laboratory disassembles the product into homogeneous material units (e.g., casing, PCB, lens, cables). |

| 4. Chemical Testing | XRF fluorescence spectroscopy screening followed by precise chemical analysis (e.g., ICP-OES, GC-MS). |

| 5. Report Issuance | Issue the RoHS test report and Declaration of Conformity (DoC) upon passing the tests. |

| 6. CE Marking | Archive technical documentation and affix the CE Mark to the product. |

Total Duration: Typically 5–7 working days.

III. Test Items and Limits

For cameras, the following 10 hazardous substances must be tested:

Metals: Lead (Pb) ≤1000 ppm, Mercury (Hg) ≤1000 ppm, Cadmium (Cd) ≤100 ppm (strict limit), Hexavalent Chromium (Cr⁶⁺) ≤1000 ppm.

Flame Retardants: PBB ≤1000 ppm, PBDE ≤1000 ppm.

Plasticizers (Key Focus): DEHP, BBP, DBP, DIBP (each ≤1000 ppm).

Risk Warning: Plastic casings, lens assemblies, PCB solder, and USB cables are high-risk areas for exceeding limits; strict control of these components is recommended. IV. List of Required Documentation

1. Product manual (English version) and technical specifications

2. Bill of Materials (BOM) + Material declaration form

3. Circuit schematics (required by some testing bodies)

4. Finished product samples (2–3 units) or samples of key materials (at least 30g each)

5. Business license of the applicant/manufacturer (for the report holder entity)

6. Product labeling and packaging information

Cost Estimates

Basic testing: Approx. ¥2,500–5,000 per model (depending on material complexity)

Expedited service: 30%–50% surcharge

Full CE certification package (including RoHS, EMC, and LVD): Approx. 800–3,000

Key Considerations

1. Upstream material control: It is recommended to require suppliers to provide Safety Data Sheets (SDS) and RoHS declarations during the procurement stage; this significantly reduces the risk of finished products failing compliance tests.

2. Report validity: There is no statutory expiration date for RoHS test reports, but the industry standard is one year. Annual re-testing or re-submission upon material changes is recommended.

3. Verification of testing body qualifications: Ensure the chosen testing body issues reports accepted by EU customs; you may request proof of EU Notified Body (NB) accreditation or ILAC mutual recognition status.

4. Ongoing compliance: In addition to RoHS, cameras must also comply with requirements such as ErP (energy efficiency), REACH, SVHC, and CE-EMC directives. Bundling these services is recommended to reduce costs.
