On June 22, the Swedish Parliament rejected the 2021/22:SoU31 proposal to ban the sale of flavored electronic cigarettes in the "Stricter Regulations on New Nicotine Products". 177 lawmakers voted against the proposal and 126 legislative voted in favor.

But Parliament passed another proposal from the government, 2021/22:200, to examine the penalty clause for the offering or sale of tobacco-free (synthetic) nicotine products to people under 18, namely the minimum purchase price for products made from synthetic nicotine. Age is 18. The new regulations will take effect on August 1, 2022.

According to the Swedish Regulation 2018:2088 "Law on Tobacco and Similar Products" Chapter 2 Section 7 and its supplementary Regulation 2019:223 "Regulation on Tobacco and Similar Products" Chapter 7 Sections 5 to 6:

Manufacturers and importers of e-cigarettes or refill containers should notify the public health authority of all such products that they intend to offer to consumers in the Swedish market, and a new notification should be submitted for each major change to the product, which should be notified when the product is intended for use in the market. Submitted within six months prior to being offered to consumers on the market, a notification should also be issued when the product is recalled.

Seven other European countries have banned non-tobacco e-cigarette flavors. Flavored e-cigarette restrictions are currently in place in Denmark, Estonia, Finland, Hungary and Ukraine. Lithuania's flavor ban will go into effect on July 1. In the Netherlands, a flavour ban originally scheduled to start in July has been delayed until January 2023.
