The EU updated its Toy Safety Directive 2009/48/EC (EN71-3 and EN 71-13).

On December 16, 2025, the European Commission published Implementation Decision (EU) 2025/2519, updating the harmonized standards referenced in Toy Safety Directive 2009/48/EC, specifically concerning toy standards EN 71-3 and EN 71-13.

From December 16, 2025, EN 71-3:2019+A2:2024 (migration of specific elements) and EN 71-13:2021+A2:2024 (olfactory play toys, cosmetic play toys and gustatory play toys) are listed as harmonized standards under the Toy Safety Directive. Previous versions EN 71-3:2019+A1:2021 and EN 71-13:2021+A1:2022 will be withdrawn on June 16, 2027 (1.5 years later).

1. Toy Safety Part 13: Smell-based board games, cosmetic sets and taste-based games:

EN 71-13:2021+A1:2022 updated to EN 71-13:2021+A1:2022, effective December 16, 2025

2. Toy Safety Part 3: Migration of certain elements:

EN 71-3:2019+A1:2021 updated to EN 71-3:2019+A2:2024, effective June 16, 2027

Notes:

*Regarding Article 3.19 (definition of “drive mechanism”) and Article 4.15.1 concerning wave rollers (a toy for children to ride in, whose steering and propulsion are controlled by the feet, and whose wheels are within reach during use), EN... EN 71-1:2014+A1:2018 does not constitute a presumption of compliance with Article 10, paragraph 2, and point 3 of Part I of Annex II to the EU Toy Safety Directive 2009/48/EC, which outlines the essential safety requirements.

**The limits in Table 2, point a of Article 4.2 of EN 71-12:2016 (i.e., limits for elastomeric toys intended for use by children under 36 months and intended or likely to be placed in the mouth) are lower than the compliant limits specified in point 8 of Part III of Annex II to the Toy Safety Directive 2009/48/EC:

Toys exported to Europe and listed on European TEMU, Amazon, and other cross-border e-commerce platforms require CE certification and must comply with the CE-TOY Toy Directive 2009/48/EC, with standard numbers EN71-1 Physical and Mechanical Properties, EN71-2 Flame Retardancy Requirements, and EN71-3 Chemical Migration Requirements and Special Standards.
