FDA approves four new nicotine bags

On August 4, the U.S. Food and Drug Administration (FDA) approved four new nicotine pouch products for marketing via the Premarket Tobacco Product Application (PMTA) pathway: 2mg Berry Flavor, 2mg Cappuccino Flavor, 4mg Cappuccino Flavor, and 2mg Autumn Spice Flavor. These approved products are manufactured by Helix Innovations LLC and marketed under the "on!" brand.


As part of a comprehensive scientific review of new tobacco products, the FDA considers their risks and benefits to the overall U.S. population—including the benefits to adults currently using tobacco products who switch to potentially lower-risk products, and the risks to adolescents and non-tobacco product users. To obtain marketing authorization, the FDA must provide sufficient evidence that the health benefits of the new product outweigh the risks to the population.


The review of these products is part of the FDA's Nicotine Pouch Pilot Program, which aims to improve the efficiency and streamline the review process for nicotine pouches through the Premarket Drug Application (PMTA) pathway. This pilot program streamlined the FDA's review process, thereby accelerating problem resolution, reducing the time applicants need to respond to non-compliance letters, and improving the efficiency of scientific review. The FDA has begun applying the efficiency gains from this pilot program to the review of other PMTAs.

The FDA's evaluation found that these new products contained lower levels of most harmful and potentially harmful ingredients (HPHCs) compared to other oral and smokeless tobacco products, with many levels too low to be quantified. For adults aged 21 and older who use smokeless tobacco or smoke, switching entirely to FDA-authorized nicotine pouches can reduce exposure to many of the harmful chemicals present in smokeless tobacco or cigarettes. The August 4th authorization is another important step aimed at making products that help adults quit smoking completely and preventing the subsequent health risks associated with combustible cigarettes more accessible. However, it is important that they switch entirely to nicotine pouches, as using two products simultaneously does not achieve the same reduction in health risks.

To date, the FDA has approved 30 nicotine pouches.
