Household Cleaners EU REACH Chemical Test Report

Date:2025-08-11 10:43:19 Classification :【question】 Visits:
According to the EU REACH Regulation (EC 1907/2006), household cleaners, as products that come into direct contact with the human body and contain chemical mixtures, must undergo REACH chemical testing before entering the EU market. The following is a detailed description of the testing requirements and process:

I. Core Testing Requirements

1. Applicable Product Scope

- This includes all household cleaning products, including liquid cleaners, sprays, detergent powders, and disinfectants.

- Key ingredients to focus on: surfactants, solvents, fragrances, preservatives, and functional additives.

2. Mandatory Testing Trigger Conditions

- The concentration of any SVHC (Substance of Very High Concern) in the product must be ≥ 0.1% (by weight);

- The company's total export volume of cleaners to the EU must be ≥ 1 ton per year.

3. Sample Requirements

- Quantity: Liquids require 3 50ml samples (from different batches); powders require 3 50g samples;

- Condition: Consistent with the mass production formula, with pH value, concentration, and instructions for use.

II. Testing Process and Steps

Phase 1: Preliminary Preparation

1. Selecting a Testing Agency

- Select an EU-accredited laboratory with dual CMA and CNAS qualifications (such as Dezewei Testing).

2. Submitting Materials

- Company qualification documents, product formula (including the chemical names and proportions of each ingredient), and Safety Data Sheet (SDS).

Phase 2: Laboratory Testing Items

Based on the SVHC Candidate List (250 substances as of July 2025), key tests include:

1. Hazardous Solvents and Residues

- Formaldehyde Emissions, Benzene, and Polycyclic Aromatic Hydrocarbons (PAHs);

2. Restricted Additives

- Phthalates (6P), Short-Chain Chlorinated Paraffins (SCCPs), and Organotin Compounds (limits ≤ 0.1%);

3. Biotoxic Substances

- Carcinogenic/Mutagenic/Reproductive Toxicants (CMRs), and Persistent Pollutants (PBTs).

Phase 3: Report Generation and Notification

1. Report Content: List all tested substance contents, test methods, and compliance conclusions (see example);

2. ECHA Notification: If SVHC levels exceed the limit and annual export volume is ≥1 ton, a notification must be submitted to the European Chemicals Agency;

3. E-commerce Listing: Platforms such as Amazon require the upload of a report before sales.

III. Time and Cost Reference

- Turnaround: Typical 5-7 business days;

- Fees:

- Basic Testing (single material): ¥800-1200 per test;

IV. Key Compliance Points and Risks

1. Dynamic Updates: The SVHC list is updated semi-annually (latest 250 items), and formulations must be reviewed regularly;

2. Formulation Changes: Adjustments to ingredient ratios or supplier retesting are required;

3. Consequences of Non-Compliance:

- EU sales ban, customs detention;

- Fines up to 10% of annual turnover

V. Operational Recommendations

1. Prioritize testing for high-risk ingredients: fragrances, colorants, and preservatives (e.g., formaldehyde-releasing agents);

2. Supply Chain Management: Require raw material suppliers to provide proof of REACH compliance (e.g., SDS);

3. Choose integrated services: We recommend dual-accredited laboratories that support the full "chemical testing + ECHA notification" process.
