Mugs are classified as food contact products. For export to France, they must undergo testing and obtain a report according to the French DGCCRF regulations. The specific procedures are as follows:
I. First, clarify the corresponding testing items and select according to the mug material classification:
1. Ceramic Mugs
Basic Mandatory Tests: Heavy metal leaching test (lead ≤ 0.8 mg/dm², lead at the rim ≤ 4.0 mg/L; cadmium ≤ 0.07 mg/dm², cadmium at the rim ≤ 0.3 mg/L; hexavalent chromium ≤ 0.1 mg/dm²) + sensory odor migration test; the mug must not alter the smell or taste of food after immersion.
Mugs with colored glazes/prints/gold rims: Additional tests for azo dyes and total heavy metals are required.
2. Plastic Mugs
PE/PP: Comprehensive migration test + sensory test.
PVC: Comprehensive migration test + vinyl chloride monomer test.
Melamine resin: Comprehensive migration test + formaldehyde leaching test.
3. Stainless Steel Mug
Metal composition analysis (chromium content must be ≥13%) + Comprehensive migration test + Extractable heavy metal test + Sensory test.
4. Silicone Mug
Comprehensive migration test + Total Volatile Organic Compounds (VOM) + Peroxide value test + Organotin compound test + Sensory test.
II. Complete Application Process
1. Preliminary Document Preparation
Complete the DGCCRF testing application form, including product model, material composition, manufacturing process, etc.
Provide a material specification, indicating details such as the mug's glaze composition, firing/processing temperature, and raw material source.
2. Sample Submission Requirements
Sample Quantity: Provide 3-6 finished products, covering all colors, glazes, and print variations of the mug. Styles with gold rims and colored glazes must be included.
Sample Status: Must be finished products; semi-finished products cannot be submitted for testing.
3. Selecting a Testing Laboratory
A third-party testing organization officially recognized by the French DGCCRF must be selected, such as DGCCRF compliant testing institutions.
After signing a testing agreement and paying the fees, the reference price for testing a single mug is 1000-3000 RMB, fluctuating depending on the number of tests conducted.
4. Laboratory Testing
The laboratory will simulate acidic and oily food contact environments for testing, such as using a 3% acetic acid solution to simulate acidic food contact environments.
The standard testing cycle is 5-7 working days. The testing cycle may be appropriately extended for mugs with special processes or multi-material construction.
5. Obtaining Compliance Documents
After passing the tests, you will receive an official DGCCRF test report and a Declaration of Conformity (DoC). The report must be retained for at least 5 years for verification by French market regulators.
III. Key Compliance Considerations
1. Labeling Standards
Mug product labels must be in French, indicating: material type, manufacturer's address, and temperature limits for use. Mugs with colored glazes or prints also need to include the warning "Avoid storing acidic foods."
2. Special Requirements
For mugs with organic coatings, the coating and the substrate must be tested separately to confirm compliance.
3. Simultaneous Compliance
In addition to meeting the French DGCCRF requirements, products must also comply with the EU (EC) No. 1935/2004 Basic Regulation on Food Contact Materials.
