The State Administration for Market Regulation and the Standardization Administration of China have jointly released a new series of national standards—the GB6675 series (GB6675.1-2025 to GB6675.4-2025), all of which will officially take effect on November 1, 2026.
I. Preliminary Preparations
1. Preliminary Confirmation
Clearly define the applicable age group for the puzzle toy. Puzzles for children under 36 months require special attention to avoid the risk of easily detached small parts, and the testing requirements are more stringent.
If the puzzle contains magnetic parts or electronic sound components, it must also meet the magnetic safety or GB19865 electric toy safety standards.
2. Sample and Document Preparation
Provide three complete puzzle samples, including all puzzle pieces, packaging, instructions, and accessories. Samples must not be specially treated and must be consistent with commercially available products.
Submit relevant documents: a material list of the puzzle (e.g., solid wood, ABS plastic, printing paint, etc.), product design drawings, and the official product manual.
II. Commissioned Testing and Contract Signing
1. Selection of Testing Organization: A third-party testing organization with both CMA (China Metrology Accreditation) and CNAS (China National Accreditation Service for Conformity Assessment) qualifications must be commissioned, such as Dezeway.
2. Contract Confirmation
Sign a formal contract with the testing organization, clearly specifying the testing items for the jigsaw puzzle, such as mechanical and physical properties, chemical safety performance, and labeling compliance.
Confirmation Timeline and Costs: The standard testing cycle is 5-7 working days; expedited testing can be shortened to 3 days. The basic testing fee is approximately 800-1500 RMB; the cost will be higher for puzzles with magnetic components or electronic components.
III. Key Laboratory Testing Procedures
The core testing items for puzzle educational toys revolve around four standards from GB6675.1-2014 to GB6675.4-2014:
1. Mechanical and Physical Performance Testing
Small Parts Testing: Verifies that puzzles for children under 36 months have no small, easily detachable pieces to avoid the risk of accidental ingestion; larger puzzles require testing for edges and points to ensure there are no sharp edges that could scratch children.
Tension and Drop Testing: Simulates abuse scenarios in daily use to test the structural stability of the assembled puzzle pieces.
Magnetic Parts Testing: For puzzles with magnetic assembly functions, the safety of the magnets needs to be tested to prevent accidental ingestion and intestinal damage by children.
2. Chemical Safety Performance Testing
Heavy Metal Leaching: Tests the content of eight migratable heavy metals, including lead, cadmium, and chromium, in the puzzle's printing coating and materials, ensuring compliance with limits.
Hazardous Substance Migration: Tests the migration amounts of chemicals such as formaldehyde, aromatic amines, and vinyl chloride in the puzzle's printing ink.
3. Combustion Performance Test
For puzzles with plush bases or fabric accessories, a burning speed test is required. The burning time must be ≤30 seconds to avoid fire hazards.
4. Labeling and Instructions Test
The test checks whether the age warnings, material descriptions, and usage instructions on the puzzle packaging comply with GB6675 standards. For example, puzzles for children under 3 years old must be labeled "Contains small parts; keep out of reach of children under 3 years old."
IV. Report Acquisition and Follow-up Matters
1. After testing, the testing agency will issue a formal GB6675 test report. The report includes puzzle sample information, test methods, results, and compliance conclusions, and bears both CMA and CNAS certification stamps.
2. This report does not have a fixed validity period. However, if the puzzle's materials are changed, the design is modified, or the GB6675 standard is updated, retesting is required.
3. This test report is a necessary qualification document for puzzles to be sold on e-commerce platforms and in offline supermarkets. Puzzles that do not meet the standards are not allowed to circulate and be sold in the domestic market.
