Educational toys sold in the Chinese market must pass the mandatory GB6675 safety test and obtain a report. This is a necessary condition for products to legally enter e-commerce and offline supermarkets, and it ensures children's safety from multiple dimensions such as design and materials. The following is detailed information about this testing and certification:

I. Core Testing Standards

1. Basic General Requirements: Must comply with GB6675.1-2014 "Toy Safety Part 1: Basic Specifications," requiring designs to avoid sharp edges, easily detachable small parts, and other choking/scratch risks, and prohibiting the presence of excessive harmful substances.

2. Mechanical and Physical Performance: Complies with GB6675.2-2014, with key tests including:

Small Part Firmness: Small parts of toys for children under 36 months must pass a 90N tensile test without detaching;

Edges and Sharp Points: Sharp edges and points must be blunted;

Structural Stability: Simulates abuse scenarios through tensile and drop tests;

Special Parts: Magnetic toys require magnet detachment prevention tests, and sound-producing toys must control volume to protect hearing.

3. Combustion Performance: Complies with GB6675.3-2014. Plush fillings must have a burning time ≤30 seconds; paper/textile components must pass a vertical burning test (flame spread rate ≤100mm/min).

4. Chemical Safety: Meets GB6675.4-2014 and must also comply with the new requirements added in 2025:

8 migratable heavy metals: Lead ≤130mg/kg, cadmium, chromium, etc., must meet limits;

6 phthalates total content ≤0.1%;

Short-chain chlorinated paraffins (SCCPs) ≤0.15%, a supply chain material commitment letter is required.

5. Special Supplementary Requirements: Educational toys containing electronic components (such as early education story machines, building blocks with sound and light) must also meet GB19865 "Safety of Electric Toys," testing for electrical insulation, battery safety, etc.

II. Complete Application Process

1. Preliminary Preparation

Product Attribute Confirmation:

0-3 years old (under 36 months): Packaging film thickness ≥ 0.038mm to prevent choking; no easily swallowable small parts allowed.

3-14 years old: Small parts allowed, but age warnings in bold (≥ 4-point font) are required.

Magnetic/electronic components must be clearly identified in advance and corresponding specialized tests must be conducted.

Sample and Document Preparation:

3 complete samples (including the product itself, packaging, instruction manual, and all accessories, must be consistent with the marketed product);

Material list (e.g., ABS, PVC composition), design drawings, business license, product instruction manual.

2. Selection of Testing Institution

Must possess both CMA (China Metrology Accreditation) and CNAS (China National Accreditation Service for Conformity Assessment) accreditations. The list of institutions can be found on the CNAS website.

For e-commerce sales, the testing institution's report must be recognized by platforms such as Tmall/JD.com (must include the CMA mark). Laboratories with specialized authorization for toy testing are preferred (e.g., Dezewei Testing CNAS registration number: L8083).

3. Contract Testing and Laboratory Services

Sign a testing contract with the agency, clearly defining the testing items, fees, and timeline (standard 5-7 working days, expedited service available in 3 days);

Laboratory testing is modular: mechanical and physical properties (small parts, tensile and drop tests, etc.), chemical safety (heavy metals, plasticizers, etc.), and flammability performance (flame retardancy testing based on material). Special categories of products will also undergo simultaneous electric toy safety testing.

4. Report Issuance

Upon successful testing, the agency will issue an official test report bearing both CMA and CNAS seals, covering product information, test items, testing methods, results analysis, and compliance conclusions.

III. Testing Time and Cost Reference

Testing Time: Standard testing takes 5-7 working days; expedited service can be shortened to 3 days.

Cost: Charged according to test items and materials. Reference price:

GB6675.1 + Phthalate 6P testing: 300 RMB/material (mixed testing of 3 materials is possible);

GB6675.2 Physical and mechanical properties: 200 RMB/product;

GB6675.3 Flammability performance: 200 RMB/product;

GB6675.4 Migration of specific elements: 200 RMB/material;

IV. Subsequent Notes

1. The report has no fixed validity period, but if the product material or design changes, or the standard is updated (e.g., new testing items are added), retesting is required.

2. For sales on e-commerce platforms, a scanned copy of the report must be uploaded to the merchant's backend. For offline sales, the report must be retained for market supervision spot checks.

3. For educational toys containing electronic components, in addition to GB6675 testing, some categories also require CCC mandatory product certification.
