Under what circumstances do MSDS/SDS reports need to be updated?

There is no fixed mandatory update cycle for MSDS/SDS reports, but timely updates are mandatory in the following situations to ensure accuracy and compliance:

I. Changes in Relevant Regulations/Standards

When the applicable national or regional regulations or standards for chemical management are updated, the report must be adjusted accordingly to meet the new requirements:

1. China: Revisions to standards related to chemical safety data sheets such as GB/T 16483, or updates to regulations such as the "Regulations on the Safety Management of Hazardous Chemicals";

2. EU: Updates required by REACH regulations; adjustments to hazard information descriptions required upon implementation of CLP classification labeling regulations/end of the transition period; and, after registration, the MSDS must be expanded to an eSDS (Extended Safety Data Sheet, with additional exposure scenario appendices);

3. USA: Updates to OSHA's HCS (Hazard Communication Standard) require simultaneous updates to the hazard disclosure content in the report;

4. Other Regions: Updates to Canadian WHIMS, Japanese JIS standards, Australian WHS regulations, etc., require adjustments to the report content according to the new regulations.

II. Changes in Product Information

When the composition, process, or hazard of a product changes, the report must be updated to reflect the true situation:

1. Changes in Components/Proportions: Changes in the product's chemical composition, raw material ratios, or suppliers result in significant adjustments to the component proportions;

2. Changes in Production Process: Changes in the production process or processing methods affect the product's physical/chemical properties (e.g., stability, flammability, corrosivity);

3. Changes in Hazard Classification: Changes in the product's hazard level (e.g., from non-flammable to flammable, or from low toxicity to high toxicity).

III. Emergence of New Hazards or Scientific Research Information

When new health or environmental hazard data related to the product are obtained, reports must be updated promptly:

1. New Toxicological Findings: For example, substances previously considered non-carcinogenic or non-teratogenic may be confirmed to pose a risk through new research, or new LD50 or acute toxicity test data may be released;

2. New Ecological Information: New ecotoxicities of the product to plants, animals, water bodies, soil, etc., may be discovered, or data on biodegradability or bioaccumulation may be updated;

3. Other Hazard Information: New test results may be available for the product's flammability and explosion limits, occupational exposure limits, etc., or new health effects (such as skin sensitization or respiratory irritation) may be discovered.

IV. Meeting Specific Scenario Needs

1. E-commerce Platform Requirements: For example, Amazon requires MSDS/SDS reports created or updated within the past 5 years. If a report is outdated, it must be updated even without other changes.

2. Special Customer Requirements: Some downstream customers only accept reports issued within the last 1-3 years. Updates must be made as needed to meet business cooperation requirements.

3. Import/Export Customs Clearance Requirements: Different countries have requirements for report timeliness. To ensure smooth customs clearance, report versions must be updated according to the requirements of the target country.

Compliance Recommendations

Even if the above-mentioned situations do not trigger updates, it is recommended to review the MSDS/SDS at least once a year, closely monitor regulatory developments and product-related research, and ensure that the reports continuously meet the latest compliance requirements. Each update should be recorded with the reason and date for easy auditing.
