MSDS (Material Safety Data Sheet) and SDS (Safety Data Sheet) are essentially the same document, differing only in name across regions. SDS is more aligned with the UN GHS (Good Supply Practice) standard's 16-item format, while the MSDS format may vary by region. Below is a complete guide to obtaining an MSDS/SDS report:
I. Core Process
1. Preliminary Preparation
Product Information Collection:
Determine the product category (pure chemicals, mixtures, batteries, commodities, etc.);
Gather basic product information: name, CAS number, molecular formula, all components and their percentage content;
Supplement physicochemical properties: form, color, flash point, boiling point, pH value, etc.;
Analyze hazard information: toxicity, health hazards, environmental hazards, etc.;
For commodity products (such as daily chemicals, stationery, and toys), additional information on product composition and component structure is required.
Regulatory Compliance Confirmation:
Clearly define the compliance requirements of the target export/use region: The EU requires compliance with REACH/CLP regulations, the US follows OSHA HazCom standards, and China follows GB/T16483-2008, ensuring the report complies with local regulations.
Company Information Preparation:
Provide company name, address, and contact person information. For hazardous chemicals, a 24-hour fixed emergency contact number (with dedicated personnel) complying with the "Regulations for the Registration and Management of Hazardous Chemicals" is required.
2. Application Submission
Select a professional third-party testing and certification agency (such as Shenzhen Dezewei Testing, etc.);
Fill out the formal application form and submit the above product and company information. In some scenarios, 2-3 product samples are required for testing and evaluation.
3. Technical Assessment and Testing
Document Review: The agency verifies the accuracy and completeness of the component information, physicochemical properties, and hazard data;
Sample Testing (as needed): For products with complex compositions or special requirements, the agency will conduct physicochemical and toxicological tests to verify safety performance.
4. Report Preparation and Review
The report is prepared according to the 16 core contents of the corresponding regional standards, covering: ingredient information, first aid measures, fire prevention measures, spill response, handling and storage procedures, personal protective equipment requirements, toxicological/ecological data, transportation and regulatory information, etc.
The organization conducts a compliance review of the report, revising and improving it based on feedback to ensure full compliance with the regulations of the target region.
5. Report Acquisition and Maintenance
After approval, a PDF electronic version or a paper version of the report is available, supporting multiple language versions (e.g., Korean version for export to South Korea, English/local language version for the EU).
The report has no fixed validity period. It needs to be revised promptly when product ingredients change, regulations are updated, or new hazard data emerges. It is recommended to proactively review and update the report every 3 years.
II. Required Documents
1. A fully completed MSDS/SDS application form
2. 2-3 product samples (if testing is required)
3. Product ingredient list (including CAS number and percentage content of each ingredient)
4. Product instructions and past test reports (if any)
5. Company qualification information and emergency contact number (required for hazardous chemicals)
III. Key Considerations
Regulations vary significantly across countries/regions: EU SDSs must include exposure scenarios and chemical safety reports; US OSHA requires SDSs to be retained for at least 30 years.
For non-hazardous chemicals, there is currently no mandatory requirement for SDS in China, but exporters or downstream customers (such as e-commerce platforms like Amazon) may require it; it is recommended to apply in advance.
The report content must be consistent with the actual product information. If there are errors or omissions, the company will be liable for any resulting safety incidents.
