The new national standards GB6675 series (GB6675.1-2025 to GB6675.4-2025) will all officially come into effect on November 1, 2026. The following complete steps are required to obtain a GB6675 test report for plush toys:
I. Preliminary Preparation Stage
1. Product Attribute Confirmation
Identify the applicable age group: For plush toys intended for children under 36 months, extra attention must be paid to the sturdiness of small parts and the thickness of the packaging film to prevent suffocation; for plush toys for children aged 3-14 years, if they contain small parts, corresponding age warnings must be labeled.
Check special functions: If the plush toy contains electronic components (such as a sound-producing toy), it must also meet the GB19865 "Electrical Toy Safety" standard.
2. Sample and Document Preparation
Samples: Provide 3 complete plush toy samples, including packaging, instructions, and all accessories. The samples must be in a mass-produced state without any special treatment.
Documents: Submit product design drawings, a material list (e.g., plush fabric material, filling composition), product manual, and material composition specifications (e.g., whether the fabric is polyester or acrylic).
3. Selection of Testing Institution
A third-party testing institution with both CMA (China Metrology Accreditation) and CNAS (China National Accreditation Service for Conformity Assessment) qualifications must be commissioned. Laboratories with specific authorization for toy testing (such as Dezewei Testing) are preferred.
II. Commissioning Testing and Contract Signing
1. Submit samples and documents to the selected testing institution and confirm the testing items (which must cover the entire GB6675 standard series requirements).
2. Sign the testing contract, clarifying the testing fees, cycle time (standard 5-7 working days, expedited service can be shortened to 3 days), and the rights and responsibilities of both parties.
III. Laboratory Testing Phase
The testing organization will conduct full-item testing according to GB6675 standard:
1. Mechanical and Physical Performance Testing
Small Parts Testing: Verify that dolls under 36 months have no easily detachable small parts to prevent the risk of children swallowing them;
Edge and Sharp Point Testing: Check whether the sharp edges and points of the doll have been passivated;
Tension, Compression, and Torsion Testing: Simulate abuse to assess the structural stability of the doll and ensure it is not easily damaged;
If it contains stuffing, the stuffing must be tested for firmness to avoid the risk of small parts forming after collapse.
2. Chemical Performance Testing
Heavy Metal Migration Testing: Test the content of 8 migratable heavy metals such as lead, cadmium, and chromium, which must meet the limit requirements;
Plasticizer Testing: Test phthalates, with a total content ≤0.1%;
Hazardous Substance Migration Testing: Test the migration amount of chemicals such as formaldehyde and aromatic amines to ensure there is no harm.
3. Combustion Performance Testing
Evaluate the burning speed of the doll; the plush stuffing must meet the requirement of a burning time ≤30 seconds. 4. Labeling and Instructions Inspection
Confirm that the age labels and safety warnings on the plush toy and packaging comply with the requirements of GB6675 and GB5296.5 standards.
IV. Report Preparation and Review
1. The laboratory prepares a test report based on the qualified test data. The report must record all test results in detail and clearly state whether it complies with the GB6675 standard.
2. The certification engineer reviews the report to ensure that the report content is accurate and complies with relevant standards and regulations.
V. Issuance of Report/Certificate
After the report is approved, the testing organization issues a formal GB6675 test report (or certificate), which will clearly indicate that the product complies with all requirements of the GB6675 standard.
VI. Subsequent Precautions
1. The GB6675 test report has no fixed validity period, but if the product material or design changes, or if the GB6675 standard is updated, retesting is required.
2. The report must be properly retained as important evidence for product compliance for market launch, e-commerce platform entry, and market supervision inspections.
