1、 Product Overview and Certification Background
Plastic puzzles, as children's educational toys, must comply with EN71 toy safety standards when exported to the EU market. EN71 is a mandatory certification system in the European Union, and all toy products sold in the EU must pass corresponding tests and obtain qualified reports, otherwise they will face risks such as customs seizure, product recall, and administrative penalties.
2、 EN71 certification core testing items
Plastic puzzles usually require the following three basic tests:

3、 Handling process
Step 1: Preliminary Preparation
Prepare product technical documentation, including Bill of Materials (BOM), product specifications, structural diagrams, usage instructions, etc. Prepare 3-5 representative samples at the same time, and it is recommended to provide uniform material samples for accurate testing.
Step 2: Choose a testing institution

Step 3: Submit Application and Sample Submission
Fill out the EN71 testing commission application form, specify the testing items to be applied for (it is recommended to choose all EN71-1/2/3 items), and send the samples to the testing institution.
Step 4: Laboratory testing
The testing agency conducts testing according to standard methods such as IEC 62321:
Physical and mechanical testing (simulating children's usage scenarios)
Combustion test (horizontal combustion method)
Heavy metal migration test (XRF initial screening+ICP confirmation)
Step 5: Report Preparation and Issuance
After the testing is completed, the institution issues an EN71 testing report, which includes testing data, judgment conclusions, and testing method instructions. The report can be used for customs clearance, sales, and platform entry.

5、 Key precautions
Regarding material splitting: Plastic puzzles are usually composed of multiple plastic materials. It is recommended to send samples separately according to different materials before inspection, in order to accurately locate non-conforming items and make targeted improvements.
Regarding age identification: EN71-6 requires product labeling to be applicable to age groups, and the suitability for children under 3 years old should be determined based on the size of the puzzle pieces. If small parts are included, they must be labeled as "not suitable for children under 36 months old".
Regarding supply chain control: Raw material suppliers are required to provide RoHS/EN71 compliance statements to ensure that plastic particles, pigments, and other raw materials themselves meet standard requirements.
Regarding the validity period of the report: EN71 reports do not have a fixed validity period, but retesting is required when there are changes in product design, materials, or suppliers. It is recommended to keep the testing report properly for at least 10 years.
