I. Preliminary Preparations

1. Determine the Scope and Standard Requirements

As a children's water play product, baby bath toys need to meet the core testing items of the EN71 standard. When exported to the EU market, this product is classified as "family play and entertainment products," requiring a focus on core testing items such as EN71-1 (mechanical and physical properties), EN71-2 (flammability), and EN71-3 (heavy metal migration).

2. Select a Suitable Testing Institution

Testing should be conducted by a third-party testing laboratory with EU accreditation (such as ISO 17025 accreditation) (e.g., DEZEW Testing CNAS registration number: L8083). The testing institution should have experience in testing children's toy products and be able to accurately understand the specific safety requirements of baby bath toys. It is recommended to fully communicate with the testing institution about the product characteristics before submission, including material composition (e.g., whether it contains rubber, PVC, silicone, etc.), whether it has sound or light-emitting functions, whether it contains electronic components, etc., so that the laboratory can accurately determine the testing items and judgment standards.

III. Sample Preparation and Submission

1. Sample Specification Requirements

According to the testing standards, a sufficient number of samples are usually required to complete all testing items. The sample quantity for baby bath toys is generally 3-5 pieces, covering products of different colors and batches. For products containing multiple material combinations, representative samples of each main material should be provided.

2. Documentation Preparation

The following technical documents must be provided simultaneously with the submission of samples: product instruction manual and user guide, product bill of materials (BOM), product appearance photographs, product's intended age range label, and description of the intended use environment (e.g., whether for bathing, swimming pools, etc.). This information helps the laboratory accurately determine the applicable standards and select appropriate food simulants for chemical migration testing.

IV. Laboratory Testing Procedure

Step 1: Sample Receiving and Initial Inspection

Upon receiving the samples, the testing organization will confirm their condition, checking for intact appearance, clear labeling, and sufficient quantity, and will establish a testing task file.

Step 2: Physical and Mechanical Performance Testing (EN71-1)

For baby bath toys, key testing items include: small parts testing (assessing the risk of accidental swallowing by children under 3 years old), sharp edge and sharp point testing (ensuring no risk of puncture wounds), bite force testing (simulating infant biting), and structural integrity testing (assessing safety under normal use and foreseeable misuse conditions).

Step 3: Flammability Test (EN71-2)

The flammability of the materials used in the toy is assessed to ensure that the product will not spread rapidly when exposed to hot water or a heat source.

Step 4: Chemical Safety Test (EN71-3/EN71-9 series)

This is the key step in testing baby bath toys. The laboratory will use solvents such as deionized water and acidic food simulants to immerse or perform migration tests on the toy, detecting whether the migration of heavy metals (lead, cadmium, mercury, chromium, etc.) and organic compounds such as phthalate plasticizers and flame retardants exceeds the limits.

V. Report Issuance and Certificate Acquisition

1. Test Result Evaluation

After completing all tests, the laboratory will evaluate the test data according to the requirements of each part of the EN71 standard. If all test items meet the standard limits, it is considered "pass"; if any item fails, a detailed explanation of the non-compliance and corrective action recommendations will be issued.

2. EN71 Test Report Contents

A qualified test report typically includes the following: testing organization information and qualifications, client information, sample description and specifications, testing standards, testing conditions and methods, test data and results, judgment conclusions, testing date and issuance date, report number, and anti-counterfeiting features.

3. Certificate Format

The primary certificate format for EN71 certification is a test report, not a traditional "certificate." Some organizations may provide a CE marking declaration of conformity or a test certificate, but it's important to note that the EU Toy Safety Directive 2009/48/EC is the regulatory threshold for toys entering the EU market, and the EN71 test report is a crucial technical document proving that the product complies with this directive.
