Guidelines for Handling EU REACH Test Reports for Surface Coating Products

1、 What is REACH testing

REACH (Registration, Evaluation, Authorization and Restriction of Chemicals) is a chemical regulatory regulation developed by the European Union (EC 1907/2006). REACH testing refers to the detection and analysis of harmful chemicals that may be present in a product to ensure that the restricted substance content in the product meets EU regulatory requirements.

Surface coating products include coatings, paints, varnishes, electroplated layers, anodized layers, powder coatings, etc., which are widely used in fields such as metal products, electronic products, automotive components, and building materials. Due to the possible use of various chemical solvents, pigments, and additives in the production process of coatings, it is necessary to pay special attention to the content of harmful substances.

2、 Why do surface coating products need to undergo REACH testing

Regulatory mandatory requirement: Surface coating products sold in the EU market must comply with REACH regulations, otherwise there is a risk of product delisting, recall, or even punishment.

Supply chain transmission responsibility: Coating materials are usually supplied as intermediate products to downstream manufacturers, and downstream brand owners will require suppliers to provide REACH compliance certificates to meet their own compliance obligations.

Protecting consumer health: Surface coatings come into frequent contact with the human body (such as kitchenware, home appliance casings, children's products, etc.), and harmful substances in the coatings may enter the human body through skin contact or respiratory tract. REACH testing can effectively screen for potential risks.

Breaking through trade barriers: Holding valid REACH test reports can help products enter the EU market smoothly, enhance brand competitiveness and market trust.

3、 The main categories of REACH restricted substances

For surface coating products, special attention should be paid to the following restricted substances:

|Substance category | Common uses | Health risks

|Heavy metals (lead, cadmium, mercury, hexavalent chromium) | pigments, preservatives | neurotoxicity, carcinogenicity

|Phthalates | Plasticizers, Flexibility Agents | Disrupts the Endocrine System

|Polycyclic aromatic hydrocarbons (PAHs) | Carbon black, mineral oil impurities | Strong carcinogenicity

|Azo dyes | Colorants | Can decompose to produce carcinogenic aromatic amines

|Formaldehyde | Preservatives, Adhesives | Allergies, Carcinogens

|Nonylphenol (NP/NPEO) | Surfactant | Environmental Hormones

|Perfluorinated compounds (PFAS) | Waterproof coatings | Persistent organic pollutants

4、 REACH test report processing procedure

Step 1: Determine the testing scope

Submit a Bill of Materials (BOM) for the coating product, specifying the substrate type (metal, plastic, wood, etc.), coating process (spray coating, electroplating, immersion coating, etc.), and usage scenarios (food contact, toys, electronic products, etc.) for the laboratory to develop targeted testing plans.

Step 2: Choose a testing institution

Choose a third-party testing laboratory with CNAS and CMA qualifications and recognized by the European Union (Dezewei Testing CNAS registration number: L8083). It is recommended to prioritize institutions with rich experience in coating product testing, which can provide more accurate testing plans and quotations.

Step 3: Sample submission and testing

Send samples according to the requirements of the testing agency. Testing methods typically include:

XRF scanning (rapid screening of heavy metals and other elements)

Chemical digestion+ICP-OES/ICP-MS (quantitative analysis of heavy metals)

GC-MS (detection of organic compounds such as ortho benzene PAHs、 Azo dyes, etc.)

HPLC (detection of specific organic substances)

Step 4: Issue a report

After the testing is completed, the testing agency issues a REACH compliance report. The report includes product information, testing methods, test results, comparison of limit values, conclusions, etc.

5、 Materials required for REACH testing

|Material Name | Requirements

|Product manual | Includes product name, model, and usage description

|Bill of Materials (BOM) | Material composition information for each layer of the coating

|Sample | Usually 3-5 samples of the same specification are required

|Application Form | Fill in product information, testing requirements, etc

|Ingredient Statement | Material Composition MSDS provided by the supplier

|Certification Authorization Letter | Standard Template Provided by Testing Institution

6、 Processing cycle and cost reference

|Project | Reference Scope

|Test cycle | 5-10 working days (regular projects)

|Cost | 800-3000 yuan (depending on coating complexity and testing items)

|Report validity period | 1-2 years (material or process changes require retesting)

7、 Precautions

When the coating structure is complex: If the coating is a multi-layer structure (such as primer+topcoat+varnish), it may be necessary to test each layer separately.

Pay attention to the SVHC candidate list: If the content of a single SVHC substance in a product exceeds 0.1%, it is necessary to notify the European Chemicals Agency (ECHA), and downstream supply chain information transmission should also be updated in a timely manner.

Food contact and children's product coatings: These products must meet additional requirements such as REACH, the EU Food Contact Materials Regulation (EC 1935/2004), and the Toy Safety Directive (EN 71).

Choose a legitimate institution: Be wary of false testing in the market that involves low prices and quick reports, and be sure to verify the qualifications, certificates, and recognition scope of the testing institution.
