1、 Overview of CPC Certification

CPC (Children's Product Certificate) is a mandatory safety certificate required by the US Consumer Product Safety Commission (CPSC). All toy products aimed at children aged 12 and under must provide a CPC certificate to prove compliance with relevant safety standards in the United States before being sold on platforms such as Amazon US.

Children's electronic remote control toys require more safety testing requirements than ordinary toys due to their inclusion of electronic components, battery power supply, wireless signal transmission, and other features.

2、 The main standards that children's electronic remote control toys need to meet

1. Toy Safety Standard (ASTM F963)

This is the core standard of CPC certification, covering three major parts:

Physical and mechanical properties: structural integrity of toys, inspection of sharp points and edges, testing of small parts (to prevent accidental ingestion by children), rope length limitations, stability testing, etc

Flammability performance: The burning speed of toy materials must comply with regulatory requirements to prevent fire risks

Chemical safety: restrictions on heavy metal content (lead, cadmium, mercury, arsenic, antimony, barium, selenium), phthalate plasticizer content, etc

Step 1: Confirm product classification and applicable standards

Determine the items that need to be tested and the applicable standards based on factors such as the specific function, age range, and power supply method of the toy.

Step 2: Choose a CPSC accredited laboratory

We need to choose a third-party testing institution with CPSC accreditation qualifications (such as Dezewei CPC number: 1552), which can provide CNAS and CPSC qualification certificates.

Step 3: Submit samples and materials

Send 3-5 representative samples and provide product manuals, circuit diagrams, BOM lists, battery specifications, and other related information.

Step 4: Laboratory Testing

The testing agency conducts comprehensive testing according to applicable standards, with a typical cycle of 5-7 working days.

Step 5: Issue a report and CPC certificate

After passing the test, the laboratory issues a testing report, and the manufacturer or importer signs the CPC certificate based on the report.

6、 Amazon platform CPC upload requirements

2. The certificate should reflect product information, applicable standards, and testing laboratory information

3. The testing report must be issued by a CPSC accredited laboratory

4. The certificate issuer shall bear legal responsibility for product compliance

7、 Precautions

FCC certification cannot replace CPC: FCC certification is a requirement of communication regulations, CPC is a requirement of consumer product safety, and both need to be handled separately

Additional requirements for e-commerce platforms: In addition to CPSC standards, Amazon may require an additional UN38.3 battery test report (involving lithium batteries)

Regular updates: retesting is required after standard updates or product changes

Retention of testing records: CPSC requires manufacturers to retain product testing records for at least 5 years
