I. Regulatory Applicability
The export of plastic pipes to the EU falls under the "Articles" category of the REACH Regulation, requiring close attention to the following two control measures:
SVHC (Substances of Very High Concern) List: Currently contains over 253 items, commonly found in pipes including phthalates (plasticizers), polycyclic aromatic hydrocarbons (PAHs), and brominated flame retardants.
REACH Restricted Substances List (Appendix XVII): Clearly limits the content of lead, cadmium, phthalates, formaldehyde, etc., in plastic products.
II. Processing Procedure (5 Steps)
1. Step One: Composition Analysis
Provide a complete formulation table for the pipes, including the polymer base material (PVC, PE, PP, PEX, etc.) and all additives (plasticizers, flame retardants, stabilizers, antioxidants, pigments, fillers, etc.).
Identify the CAS number and percentage content of each component.
2. Step Two: Assessment and Screening
Conduct a thorough investigation of all raw materials according to the SVHC list.
Identify whether any contain concentrations ≥ 0.1% (w/w) of Substances of Very High Concern (SVHCs)
3. Step Three: Sample Submission and Testing
Select a third-party laboratory with ISO 17025 accreditation (DEZEW Testing CNAS Registration No.: L8083)
Routine testing cycle: 5-7 working days
4. Step Four: Report Issuance
The laboratory will issue a test report that complies with EU standards (English and Chinese versions recommended).
The report must include the test method, limit requirements, and result interpretation.
5. Step Five: Compliance Response
If SVHC content is less than 0.1%: Obtain a compliance report and clear customs normally.
If SVHC content is ≥ 0.1%: Fulfill information transmission obligations (provide SDS to downstream importers or affix labels to the product).

IV. Application Recommendations
