EU EN71 Certification Report Process for Plastic Dolls

Plastic dolls are typical toys for children under 14 years old, and must pass the safety assessment of the EN71 series of standards before being exported to the EU. The following is the complete certification process:

I. Pre-Certification Preparation

Confirm Applicable Standards: Plastic toys mainly involve EN71-1 (Mechanical and Physical Properties), EN71-2 (Flame Retardancy), and EN71-3 (Chemical Migration). Toys for infants under 3 years old also need to comply with EN71-8.

Prepare Documents: Product manual, parts list, raw material list (including supplier information), color box and inner packaging design drafts, age labeling.

Sample Requirements: Generally, provide 5-10 finished products (including packaging) for laboratory testing.

II. Process (5 Steps)

1. Step One: Submit Application

Fill out the certification application form, specifying the product model, applicable age group, and material composition.

Sign a contract with a third-party testing organization, confirming the testing cycle and fees.

2. Step Two: Send Samples

Send samples to a third-party laboratory with CNAS/CMA accreditation and EN71 authorization.

Prioritize EU-recognized notified bodies (such as Dezewei Testing CNAS registration number: L8083).

3. Step 3: Laboratory Testing

Routine Testing Cycle: 5-7 working days

Main Test Contents:

Mechanical and Physical Tests: Tensile strength of small parts, sharp edges, drop test, torque test, pressure test

Flame Retardant Performance: Burning rate test (excluding flammable materials)

Chemical Element Migration: 19 soluble heavy metals (antimony, arsenic, barium, cadmium, chromium, lead, mercury, selenium, etc.)

4. Step 4: Report Review and Issuance

The laboratory issues an English version of the EN71 test report.

The report includes: sample description, test method, limit standards, result judgment, and conformity conclusion.

5. Step 5: Affixing the CE Mark

Affix the EN71-3 and CE markings, along with an age warning (e.g., "Not suitable for children under 3 years old").

Prepare the Declaration of Conformity (DOC) and technical documents as required for customs clearance.

III. Fees and Cycle

IV. Key Considerations

EN71-3 Limit Update: From 2019, EN71-3 was upgraded to EN71-3:2019, adding migration limits for 7 elements: aluminum, boron, cobalt, manganese, nickel, strontium, tin, and organotin. Old reports require reassessment.

Multi-color Component Requirements: Different colored components of plastic dolls must be tested separately, with each color charged individually.

Combination Sets: If a SKU contains multiple accessories (e.g., doll + costume + props), each type of accessory must be tested independently.

Suggested Simultaneous Planning: To improve EU customs clearance efficiency, it is recommended to simultaneously consider related regulations such as CE-EMC, RoHS, and REACH to avoid duplicate sample submissions.

Packaging Compliance: The color box must clearly indicate the EU Authorized Representative (EU Representative) information, age warning, and ingredient list.
