Application for EU PPWR Packaging Regulation on Sealing Tape

1. Regulatory Background and Scope

The PPWR (EU Packaging and Packaging Waste Regulation) officially came into effect in February 2025, replacing the old Packaging and Packaging Waste Directive (94/62/EC). As a packaging auxiliary material, sealing tape falls under the PPWR's regulatory scope, and all packaging products (including transport packaging tape) entering the EU market must comply with the new regulations.

2. Core Compliance Requirements

The following aspects need to be considered for sealing tape:

Recyclable Design: The tape material should facilitate recycling and separation; BOPP (biaxially oriented polypropylene) tape is relatively user-friendly.

Heavy Metal and Hazardous Substance Limits: Total lead, cadmium, mercury, and hexavalent chromium ≤ 100ppm

Recycled Plastic Content: The use of recycled materials is encouraged; mandatory requirements for some categories starting in 2025.

Bio-based Materials: Starting in 2030, some packaging must meet a certain bio-based content ratio.

Labeling: Material classification, recycling guidelines, and producer responsibility information must be clearly indicated.

3. Application Process

Material Composition Analysis → Compile information on the tape substrate, adhesives, release agents, etc.

Laboratory Testing → Commission a CNAS-accredited institution to conduct hazardous substance and recycling performance testing (DEZEW Testing CNAS Registration No.: L8083)

Compliance Assessment → Compare with the PPWR Appendix II Restricted Substances List and Recyclability Standards

Document Preparation → Issue technical documents, Declaration of Conformity (DoC), and supply chain information transmission.

Registration Application → Complete Extended Producer Responsibility (EPR) registration in the EU Packaging Register

4. Important Considerations

Common Compliance Risks:

Adhesives may contain phthalates, requiring close monitoring.

Color printing inks must comply with heavy metal migration limits.

Recommendation: Sign an agreement with the EU Authorized Representative (AR) in advance to assist with EPR registration and compliance matters in various countries.

5. Timeline and Cost

Testing Time: 5-7 working days

Certificate/Report Validity: Requires regular renewal according to the EPR requirements of each member state, typically annually.

Recommendation: Choose an organization with both REACH and PPWR testing capabilities for one-stop multi-compliance testing, reducing company costs.
