The electronic cigarette is mainly composed of four parts: tobacco oil (including nicotine, essence, solvent propylene glycol, etc.), heating system, power supply and filter tip. It generates aerosol with specific smell through heating and atomization for smokers to use. In a broad sense, electronic cigarette refers to electronic nicotine delivery system, including electronic cigarette, water pipe, water pipe pen and other forms. In a narrow sense, e-cigarettes refer to portable e-cigarettes that are similar in shape to cigarettes. Next, we will explain the UN38.3 certification air and sea transportation identification report required for electronic cigarette shipment.

1、 Identification of electronic cigarette delivery mode

According to the notice on the classification and identification of electronic cigarettes issued by Shenzhen Airlines and the functional division of electronic cigarette components, the requirements for the classification and identification of electronic cigarette products are as follows:

1. For the electronic cigarette with complete equipment (the battery and atomizer (cigarette holder) are integrated to form a complete electronic circuit), the transportation report shall be issued according to PI967/PI970. Provide UN38.3 report of built-in battery cell (or battery part).

2. If the battery part of the electronic cigarette is separated from the atomizer (cigarette holder) and other parts and packaged together for transportation, a transportation report shall be issued according to PI966/PI969. Provide UN38.3 report of battery part.

3. The e-cigarette battery shall be transported separately, and the transportation report shall be issued according to PI965/PI968. Provide UN38.3 report of battery part.


2、 Delivery requirements for electronic cigarette oil

First of all, confirm whether the cigarette oil is shipped together:

1. Shipment without cigarette oil

A letter of explanation shall be provided to explain that the cigarette oil will not be shipped together with the shipment. After it is clearly written, it can be signed and sealed.

2. Deliver with oil

Both cigarette oil and electronic cigarette need to be identified separately, and the two reports can be used at the same time to ship.


3、 Information required:

1. An explanation letter should be provided to explain how many milliliters of tobacco oil is there? Is there nicotine? What is the nicotine content?

2. MSDS, samples and packaging pictures shall be provided (packaging pictures: refer to the formal commercial packaging pictures at the time of shipment).

3. The content of nicotine in tobacco oil shall not exceed 5%, otherwise no report will be issued.

4. There must be clear information on the content of tobacco oil and nicotine on the cigarette oil bottle or the package box or the attached instructions.
