EU CLP-PCN-UFI Registration for Resin Sculptures

Finished, cured resin sculptures are classified as "articles" and generally do not require PCN-UFI (Poison Centre Notification - Unique Formula Identifier) compliance. However, uncured A/B resin systems, resin pastes, and colorant pastes—which are classified as hazardous mixtures under the CLP Regulation—do require such notification. Placing these raw materials on the EU market necessitates compliance with Article 45 regarding Poison Centre Notifications.
**Process**
1. Collect formulation data, including CAS numbers, concentrations, and toxicological data for each component; conduct a CLP hazard classification assessment and prepare a Safety Data Sheet (SDS).
2. Generate a UFI code; each unique formulation must be assigned a specific, corresponding UFI.
3. Prepare a standard PCN dossier using the IUCLID software and submit it via the ECHA (European Chemicals Agency) submission portal. A single submission can cover multiple EU member states.
4. Retain the submission receipt; the UFI must be printed on the product label. Any changes to the formulation require the generation of a new UFI and an updated notification.
5. Ensure the product label is CLP-compliant, including the appropriate hazard pictograms, signal words, and hazard statements.
**Required Information**
Formulation composition, SDS for each component, physical and chemical properties of the product, packaging details, and information regarding the EU importer.
**Timeline and Notes**
The standard processing time is 5–7 business days. PCN notifications remain valid indefinitely, but any adjustments to the formulation require an update. For finished sculptures, it is also recommended to verify compliance with REACH and POPs (Persistent Organic Pollutants) regulations; please note that these requirements are distinct from the PCN obligations applicable to raw materials.
