Detailed Procedure for Obtaining a GB 6675 Test Report for Blind Box Toys

Toys contained within blind boxes intended for children under 14 years of age are subject to the GB 6675 series of mandatory standards. In addition to GB 6675 testing, plastic-based blind box toys also require CCC (China Compulsory Certification) for toys. For purposes such as e-commerce platform audits or random quality inspections, a test report with CMA/CNAS accreditation may be obtained as an initial step. DTi (Dezewei) typically completes this process within 5 to 7 working days.

I. Preliminary Documentation Review and Testing Strategy

1. Complete the test application form, specifying the brand, model, all designs included in the full blind box series, the target age group, the intended use of the report, and whether a CMA mark is required.

2. Submit supporting documentation: a Bill of Materials (BOM), photographs of the outer packaging, images of the figurines and accessories inside, and samples of warning labels. Clearly indicate whether the items contain electrical components, soft plastic, stickers, or other specific materials.

3. Define the testing strategy: Since a blind box series may contain multiple different figurines, it must be determined whether every design requires testing or if a "representative model" approach (covering items with identical materials and structures) can be applied. Additionally, confirm whether supplementary chemical testing—such as for phthalates—is required. Note that collectible figurines intended for individuals over 14 years of age do not fall under the scope of the GB 6675 standards.

II. Sample Submission Requirements

Complete samples must be submitted, including the outer packaging, all figurines from the series, and any accompanying accessories (such as bases, stickers, or small tools). For a series featuring multiple designs, if the materials and structures are identical despite different shapes, a "representative model" approach may be negotiated; however, designs with different materials or structures must be submitted as separate samples. Generally, three finished units of each figurine design should be provided. Please keep the original packaging intact and do not disassemble the items beforehand. The laboratory will separate the samples into distinct homogeneous materials—such as hard plastic, soft plastic, paint coatings, and metal components—for individual testing. III. Laboratory Testing Items

Comprehensive testing is conducted in accordance with GB 6675.1, GB 6675.2, GB 6675.3, and GB 6675.4:

1. Mechanical and Physical Properties: Includes assessment of small parts, sharp points and edges, tension and compression resistance, drop testing, and suffocation risks from packaging bags—all of which are high-risk areas for "blind box" toys.

2. Flammability: Measures the burning rate of fabrics, soft plastics, and plush components.

3. Migration of Certain Elements: Tests for the presence of eight specific soluble heavy metals.

4. Basic Compliance Verification: Checks for proper labeling and age-appropriateness warnings.

For blind box toys featuring electronic, sound, or light-emitting components, additional safety testing is required under the GB 19865 standard for electric toys.

IV. Testing and Report Issuance

The testing timeline begins once all samples and documentation have been received and the testing plan has been confirmed. Upon completion of testing, engineers review the raw data and compare it against the limits specified in the standards.

If the product passes, a GB 6675 test report—bearing CMA and CNAS accreditations (Dezewei Testing CNAS Registration No.: L8083)—will be issued. This report will detail the full range of blind box items, individual styles, and their respective test results.

If the product fails, the data regarding the non-compliant items will be provided. The client may then replace raw materials or adjust the product structure and resubmit samples for re-testing (re-testing is subject to additional charges).

V. Use of Reports and Important Notes

1. The test report is valid only for the specific styles, materials, and manufacturing processes of the samples submitted. Any subsequent changes to molds, raw materials, or coatings will necessitate re-testing.

2. For plastic, metal, or electronic blind box toys, a CCC (China Compulsory Certification) certificate is mandatory for domestic sale in China, in addition to the GB 6675 test report. The test report serves as foundational documentation for the CCC type-testing process; it cannot be used as a substitute for the CCC certificate itself.

3. Blind box products are subject to specific sales compliance requirements: the outer packaging must include a list of available styles and the probability of drawing each one. Furthermore, these products may not be sold to minors under the age of 8.

4. The test report may be used for e-commerce platform onboarding, market regulatory spot checks, and entry into retail chains or supermarkets.
