Detailed Process for Obtaining an EU PPWR Compliance Test Report for PP Strapping
PP strapping falls under the scope of "transport packaging" as regulated by the EU’s Packaging and Packaging Waste Regulation (PPWR - EU 2025/40). While strapping is exempt from reusability requirements, it must still comply with restrictions on four heavy metals: the total combined content of lead, cadmium, mercury, and hexavalent chromium must not exceed 100 mg/kg. Deesev (德泽威) typically completes this testing within 5 to 7 working days.
I. Initial Documentation and Testing Plan Confirmation
1. Complete the test application form, specifying the material (PP strapping), model, color, presence of printing, destination country, and desired report language. Indicate whether a CNAS accreditation mark is required (Deesev’s CNAS registration number: L8083).
2. Submit supporting documentation, including photos of the strapping samples, material specifications, and information on whether the product comes into contact with food. If the strapping features printed ink, the ink must be tested as a separate homogeneous unit.
3. Define the testing scope: The standard package covers the four heavy metals. Additional tests—such as for REACH SVHCs or PFAS—can be included upon request. Please note that strapping and strapping buckles are considered distinct items and must be tested separately.
II. Sample Submission Requirements
Submit representative finished PP strapping samples (minimum 20 grams). For printed products, the base material and the printing ink must be sampled separately. The laboratory will analyze these as distinct homogeneous materials; they cannot be combined into a single sample.
III. Laboratory Testing Scope
Mandatory tests: Total content of four heavy metals—lead, cadmium, mercury, and hexavalent chromium.
Optional/Additional tests: PFAS (for food-contact applications), REACH SVHCs, phthalates, etc., as required by importers or e-commerce platforms.
IV. Testing, Reporting, and Results
The turnaround time begins once all samples and documentation have been received and the testing plan has been confirmed. If the product passes, a PPWR-compliant test report bearing the CNAS accreditation mark will be issued. If it fails, the product may be retested after raw materials are adjusted (retesting is subject to additional charges).
The report is accompanied by a Declaration of Conformity (DoC) and technical documentation, which can be used for customs clearance, platform compliance audits, and market surveillance checks. V. Important Notes
1. This report is valid only for the specific samples submitted; re-testing is required if there are any changes to the raw materials, masterbatch, or ink formulations.
2. In addition to a test report, compliance with the Packaging and Packaging Waste Regulation (PPWR) requires registration under the Extended Producer Responsibility (EPR) scheme for packaging in the relevant EU member states.
3. PP strapping is classified as an auxiliary packaging material; therefore, RoHS and REACH test reports for the product itself cannot serve as a substitute for this PPWR packaging test report.
4. Any environmental or "green" claims, as well as the use of recyclability labels, must be supported by relevant recyclability assessment documentation; a test report alone is insufficient to substantiate such claims.
