On April 2, 2025, the European Commission approved and published Regulation (EU) 2025/660, adding Item 50a to Annex XVII of EU REACH Regulation (EC) No 1907/2006, limiting the content of 18 polycyclic aromatic hydrocarbons (PAHs) in clay targets for shooting. The amendment will take effect on April 22, 2025, and will be enforced on April 22, 2026.
Background: Polycyclic aromatic hydrocarbons (PAHs) have been found in binders such as high-temperature coal tar pitch (CTPHT), petroleum asphalt, or other types of resins used in clay targets (also known as clay pigeons) used by sport shooters and small game hunters. Many polycyclic aromatic hydrocarbons (PAHs) are carcinogenic, persistent, bioaccumulative and toxic (PBT) and/or very persistent and very bioaccumulative (vPvB).
