Core requirements for Amazon CPC testing of chew toys

Date:2025-03-06 09:54:54 Classification :【question】 Visits:
When chew toys are sold on Amazon US, they must pass CPC certification (Children’s Product Certification) to ensure that they meet the safety standards of the US Consumer Product Safety Commission (CPSC). The following are the core testing requirements and processes, which are summarized from multiple sources as follows:

I. Core Testing Standards

1. ASTM F963-23 (Toy Safety Specifications)

- Physical/Mechanical Properties: Must pass drop tests, tensile tests (simulating children biting or pulling), pressure tests, etc. to ensure that there is no risk of small parts falling off.

- Chemical Safety:

- Heavy Metal Migration: The migration of heavy metals such as lead (≤100ppm) and cadmium must comply with CPSIA requirements.

- Phthalates: The content of 8 phthalates (such as DEHP, DBP, DINP, etc.) must not exceed 0.1% (1000ppm).

- Flammability: The material must pass the horizontal burning test with a burning speed of ≤2.5mm/s.

2. CPSIA (Consumer Product Safety Improvement Act)

- The total lead content must not exceed 100ppm, and all parts must comply with this limit.

3. Age Grading and Warning Labels

- The applicable age must be clearly marked (such as "0-3 years old"), and a small parts choking warning must be added (such as "Choking Hazard – Small Parts").

2. CPC Certificate Core Requirements

1. Required Information

- Product Identification: Name, Model, Unique Identification Number (SKU), Applicable Age Range.

- Manufacturer Information: Name, Address, Production Date and Location of the U.S. Importer or Manufacturer.

- Test Standard List: ASTM F963-23, CPSIA Lead and Phthalates Testing, etc.

- Laboratory Information: Name, Qualification Number and Test Date of the CPSC-approved Laboratory.

2. Compliance Statement

- It is necessary to clearly state that "This product complies with all applicable children's product safety rules" and be signed by the responsible person.

3. Tracking label

- The product body must be permanently marked with the manufacturer's name, production batch, and contact information for Amazon to verify.

III. Additional requirements for high-risk items

1. Coating and material accessibility

- The coating is not considered an inaccessible barrier, and a scratch test is required to verify whether the lead migration meets the standard.

- If the material is wrapped in fabric, an abuse test is required to verify whether the internal components are accessible.

2. Special tests

- If it contains batteries (such as electric teething toys), it must comply with 16 CFR 1505 circuit safety standards, including battery cover anti-detachment tests.

IV. Testing process and precautions

1. Selection of testing agencies

- Testing must be conducted by a CPSC-approved laboratory (such as Dezewei DTi, etc.).

2. Sample requirements

- Provide 3-5 samples, which must be consistent with the final sales product, including complete packaging and labels.

3. Cycle

- The cycle is 5-10 working days, and expedited services require additional fees.

4. Subsequent compliance

- Product ingredients or design changes require retesting; regulatory updates (such as ASTM standard revisions) require reassessment.

V. Common Problems and Risks

1. Consequences of failure to pass the test

- Amazon may remove products, freeze account funds, or even face legal action.

2. Missing or incorrect labels

- Missing age warnings or tracking labels will result in failed warehousing or consumer complaints.
