Educational puzzles, as toys for children under 14 years old, must pass the EN71-1/2/3 core tests. The process is divided into four steps, with a focus on small part safety and heavy metal migration.
1. Full process of handling the EU EN71 certification test report for educational puzzles
1. Clarify testing standards and items
Three parts that must be tested (applicable to all puzzles):
EN71-1 (Physical and Mechanical Properties)
Small part testing: Puzzle pieces for children under 3 years old, with a diameter of less than 31.75mm, must pass a 90N tensile test (to prevent accidental ingestion due to detachment)
Edge sharpness: The edges of wooden/plastic puzzles must pass the 1.35mm blunt edge test to avoid scratching
Drop test: After 10 free falls from a height of 1 meter, the structure remains intact with no fragments falling off
EN71-2 (combustion performance)
Paper/cloth puzzles must pass the vertical burning test (flame spread rate < 100mm/min)
The use of flammable materials, such as foam fillers, is prohibited
EN71-3 (heavy metal migration)
Test for 8 heavy metals (lead, cadmium, mercury, etc.), with lead limit ≤130mg/kg and cadmium limit ≤75mg/kg
Supplementary testing for special scenarios:
3D puzzles containing magnetic components: They must additionally pass the EN71-12 magnet safety test (to prevent intestinal obstruction caused by magnet detachment)
2. Preparation of materials and samples
Technical documents:
Product manual (age group should be indicated, such as "3+", "6+")
BOM table (indicating puzzle material, such as wooden plywood, environmentally friendly ink, and paper backing board)
Supplier's material certification (such as FSC certification for wood, heavy metal testing report for ink)
Sample requirements:
Three complete sets of puzzles (including packaging), with components of different materials that need to be separately disassembled (such as wooden pieces, paper baseboards, and plastic buckles)
3. Laboratory testing and report issuance
Organization selection:
It is required to possess a CNAS qualification recognized by the European Union (such as the CNAS registration number of DZV Testing: L8083), and the report must include authorization for the CE mark
Test cycle and cost:
Regular cycle: 5-7 working days (excluding rectification time)
Cost range: 1500-3000 yuan (charged based on material type, with non-metallic materials having higher testing costs)
Core content of the report:
It is necessary to clearly indicate compliance with the latest versions of EN71-1:2021+A1:2024, EN71-2:2021, and EN71-3:2019 standards
4. Compliance marks and market access
CE marking requirements:
Affixed to the puzzle packaging or the main body, with a height of ≥5mm, the ratio of C to E must comply with the specifications
The packaging must include an age warning icon (such as "Not suitable for children under 3 years old")
Subsequent obligations:
The test reports and technical documents must be kept for at least 10 years, and the EU market surveillance authorities may conduct random inspections at any time
II. Common failure points and avoidance strategies
1. Small parts falling off: For puzzles for children under 3 years old, it is recommended to use an integrated molding process to avoid gluing small decorations
2. Excessive heavy metals: Prioritize the use of water-based ink (solvent-based ink is prone to exceeding lead limits), and the wood needs to undergo degreasing treatment
3. Inadequate combustion performance: Fluorescent whitening agents are prohibited in paper puzzles, and flame retardants can be added (subject to compliance with REACH regulations)
