The China RoHS testing process for displays, which are electronic information products subject to mandatory control under China's RoHS regulations, can be facilitated through four core steps.
The entire process of handling the RoHS testing report for monitors in China
1. Preliminary preparation: Clarify requirements and divide materials
Data preparation:
Product manual, BOM (Bill of Materials) sheet (indicating the material of each component, such as screen panel, shell plastic, circuit board, etc.).
RoHS testing reports for key components (such as power adapters and PCB boards) can reduce the overall testing cost.
Sample splitting:
Disassemble the monitor into homogeneous materials (such as metal brackets, plastic casings, PVC coating of connecting wires, solder on circuit boards, etc.), and different materials need to be tested separately.
2. Selecting a laboratory and submitting samples
Institutional requirements:
A third-party testing organization recognized by CNAS (such as Dazewei Testing) must be selected, and the testing standards shall be based on GB/T 26125-2011.
Sample requirements:
Provide representative samples (usually 1-2 complete machines) according to the requirements of the institution. Different materials need to be separately packaged and labeled with their names.
3. Implementation of testing and issuance of report
Test items:
Metallic materials: Test for 4 items: lead (Pb), cadmium (Cd), mercury (Hg), and hexavalent chromium (Cr⁶⁺).
Non-metallic materials: 2 additional items, namely polybrominated biphenyls (PBBs) and polybrominated diphenyl ethers (PBDEs), for a total of 6 items.
Cycle and cost:
Cycle: 5-7 working days (depending on the number of materials being split, typically 5-10 materials).
Cost: 800-2000 yuan (The cost of testing non-metallic materials is higher than that of metallic materials, and the specific fee is determined based on the type of material).
4. Compliance declaration and market access
Sign the DoC declaration:
The enterprise shall issue a "Declaration of Conformity" on its own, specifying the product model, test report number, and compliance status of hazardous substance limits.
Information submission and identification:
Submit product information through the platform of the Electronic Standardization Research Institute of the Ministry of Industry and Information Technology (no review required, retained for 5 years for future reference).
Mark the environmental protection use period (usually 10 years) on the back of the display or on the packaging, with the format in accordance with GB/T 26572-2011.
Key precautions
Whole machine compliance ≠ component compliance: Even if the power adapter has passed RoHS, other components such as the monitor casing and connecting cables still need to be tested.
Report validity: There is no fixed validity period, but retesting is required when there are changes in product materials or production processes.
Exemption clause: Certain materials (such as lead in high-temperature solder) may be eligible for exemption upon application, with relevant supporting documents required.
