Guidelines for RoHS Testing Reports for Household Bread Makers in China
Household bread makers fall under the category of small household appliances and are subject to the RoHS (RoHS National Standard, also known as the "Regulations on the Restriction of Hazardous Substances in Electrical and Electronic Products") regulations in China. For export or sale in the Chinese market, it is recommended to prepare a testing report according to the following requirements.
I. Background of Regulation
China RoHS was jointly issued by the Ministry of Industry and Information Technology and several other ministries. It restricts hazardous substances in electrical and electronic products based on the GB/T 26125 (equivalent to IEC 62321) and GB/T 39560 series of national standards. Household bread makers, as consumer-facing appliances, fall under the category of mandatory concern.
II. Testing Items (6 Restricted Substances)
| Substance | Limit Requirements
| Lead (Pb) | ≤ 0.1% (1000 mg/kg)
| Mercury (Hg) | ≤ 0.1% (1000 mg/kg)
| Cadmium (Cd) | ≤ 0.01% (100 mg/kg)
| Hexavalent Chromium (Cr⁶⁺) | ≤ 0.1% (1000 mg/kg)
| Polybrominated Biphenyls (PBBs) | ≤ 0.1% (1000 mg/kg)
| Polybrominated Diphenyl Ethers (PBDEs) | ≤ 0.1% (1000 mg/kg)
III. Testing Standards and Procedures
Testing Standards:
GB/T 39560.1 ~ 39560.7 (Series of national standards, gradually replacing old standards from 2021)
Old standards: SJ/T 11365, GB/T 26125
Typical testing process:
1. Sample preparation — Provide a finished bread maker or disassembled parts (generally need to be disassembled into homogeneous materials)
2. Sample disassembly — Prepare samples separately for the outer shell, heating element, control board, power cord, display panel, etc.
3. Laboratory testing — Use XRF for initial screening + ICP-OES, GC-MS, etc. for precise analysis
4. Report issuance — A third-party CMA/CNAS accredited testing organization issues a test report in both Chinese and English.
5. Labeling and declaration — Affix the "Restriction of Hazardous Substances" label to the product or instruction manual and make a self-declaration.
IV. Recommendations for selecting testing organizations
Prioritize organizations with CMA (China Metrology Accreditation) and CNAS (China National Accreditation Service for Conformity Assessment) accreditation. Qualified Third-Party Laboratories
Common Authoritative Institutions: Such as Dezewei Testing, CNAS Registration No.: L8083
V. Key Considerations
Splitting Principle: Testing should be conducted at the "homogeneous material" level. A single finished product may involve dozens of testing points.
Supply Chain Management: It is recommended that upstream suppliers provide RoHS compliance certificates for raw materials (such as copper wire, plastic particles, solder, etc.).
Labeling Requirements: The product itself or its packaging must bear a green "e" mark or an orange "Restricted Use of Hazardous Substances" label.
Testing and Declaration in Parallel: China RoHS uses a "labeling + declaration + catalog management" system. Even for products not included in the first batch of compliance management catalogs, it is recommended to proactively complete testing to comply with regulations.
Different from EU RoHS 2.0: China RoHS currently does not require the four phthalates (DEHP/BBP/DBP/DIBP), but if the product is also exported to the EU, it must comply with EU standards.
