Process for Obtaining a CPC Test Report for Building Block Figures (Amazon US)

Applicable Standards: ASTM F963-23, CPSIA (total lead, phthalates); for products intended for children under 3 years old, the 16 CFR 1501 "small parts" test is also required.

Important Distinction: Laboratories only issue test reports; the Children’s Product Certificate (CPC) must be issued by the US importer. Laboratories do not issue the CPC itself.

I. Confirm Information and Prepare Documentation

1. Confirm the product’s age grading, materials (e.g., plastic for building blocks, PVC/ABS for figures—different colors and materials must be evaluated separately), model number, and brand.

2. Gather documentation: Actual product photos and packaging images, outer carton details, manufacturer information, US importer information, and a sample of the tracking label.

3. Prepare samples: Include the complete set of building blocks and accompanying figures. Testing must cover all color variations and individual components.

II. Determine Test Requirements

1. Physical and mechanical properties: Small parts, sharp edges, sharp points, tension, torque, drop tests, compression tests, etc.

2. Flammability.

3. Chemical requirements: Total lead in substrate materials and phthalates (6 specific types).

4. For building block figures containing magnets: Additional testing per 16 CFR 1262 (safety standard for magnets) is required.

III. Submit Samples for Testing

1. Submit a test request form, confirm the required tests and turnaround time (standard processing time is 5–7 business days).

2. Send samples to a CPSC-accepted laboratory.

3. The laboratory conducts testing according to the standards. Upon passing, it issues an ASTM F963 test report (recognized by the CPSC), which includes product photographs and material information.

IV. Issue the CPC (Critical Step)

Based on the passing test report, the US importer must create the CPC. Required information for the CPC includes:

Product description, applicable regulations/standards, place and date of manufacture, place and date of testing, CPSC-accepted laboratory information, US importer information, and the contact information for the person maintaining test records.

V. Submit for Amazon Listing Approval

Upload the required documentation: the ASTM test report, the CPC, and images of the packaging/tracking labels. Ensure that the age grading and warning statements on the product listing match those specified in the test report. Amazon verifies product model numbers, ASINs, and material specifications; any discrepancies can easily lead to a product being delisted.

VI. Ongoing Maintenance

Any changes to the materials, color schemes, structural design, or molds of building blocks or figurines require re-testing and an updated Children’s Product Certificate (CPC). Test reports and CPC documentation must be retained for at least five years to accommodate potential audits by the CPSC.
