ECHA ready to receive reports on microplastics emissions

Under EU microplastics restrictions, companies can begin reporting their annual microplastic emissions to the European Chemicals Agency (ECHA). These reporting obligations apply to uses exempted from the EU ban. The first reports must be submitted by May 31, 2026, covering projected emissions for 2025.
Helsinki, November 26, 2025 – Our newly launched chemical data software IUCLID and submission tool REACH-IT help companies comply with the EU microplastics restrictions that came into effect in 2023.
Developed in collaboration with stakeholders, the reporting system ensures standardized and transparent data collection, enabling regulators to monitor emissions and assess the effectiveness of risk management measures. This data can also guide future policy development on microplastics.
Reporting Obligations
The annual reporting obligation applies to uses of synthetic polymer microparticles (SPMs) exempted from the ban, such as veterinary and human medicines, food additives, in vitro diagnostic devices, and industrial applications. This obligation applies to manufacturers, importers, and downstream users. In addition, under certain circumstances, suppliers of SPM and SPM-containing products are also required to comply with this obligation.
Affected companies are required to prepare annual release reports in IUCLID format and submit them to the European Chemicals Agency (ECHA) through the REACH-IT system. The initial deadlines are as follows:
May 31, 2026 – for manufacturers and downstream industrial users using granular, flake, and powdered SPM as a raw material for plastics production in industrial sites; and
May 31, 2027 – for all other manufacturers and downstream industrial users using SPM in industrial sites, and suppliers placing SPM-containing products on the market for the first time for specific exempted purposes by professionals or the public.
The report must cover emissions from the previous calendar year. Currently, the REACH-IT system only accepts initial submissions. Updates will be available starting in the second quarter of 2026.
The European Chemicals Agency (ECHA) has published guidelines, an IUCLID manual, and video tutorials to help companies prepare and submit reports. In addition, ECHA provides pre-filled IUCLID datasets (.i6z) to help users prepare IUCLID documents.
Affected companies are advised to fully understand the reporting requirements and ECHA supporting materials before the deadline.
Background
EU-wide restrictions on microplastics came into effect in October 2023, banning the intentional use of microplastics in products such as cosmetics, detergents, and certain agricultural products, as well as certain processes that release microplastics into the environment. The regulation introduces reporting obligations for manufacturers, importers, downstream users, and suppliers of microplastics for specific exempt uses or products containing microplastics, to help monitor and reduce microplastic emissions.
