Adhesive EU REACH testing requirements

The following are the core requirements and processes for adhesive testing in the EU REACH, organized by comprehensive regulations and search results:

I. Core testing requirements

1. SVHC high concern substance testing

- If the concentration of SVHC substances in adhesives is ≥0.1% and the annual export volume is ≥1 ton, it is necessary to notify ECHA. The current SVHC list has been updated to 235 items, and special attention should be paid to phthalates, lead, cadmium, etc.

- Exemptions: If the adhesive is only used for industrial purposes and there is no exposure risk, it may be partially exempted, but proof of safe use must be provided.

2. Compliance with restricted substances

- Must comply with the REACH Annex XVII restriction list, such as:

▪️ Cadmium (content ≤0.01%);

▪️ Nickel release (≤0.5μg/cm²/week);

▪️ Lead (≤0.05%).

3. Chemical Safety Assessment (CSA)

- Adhesives with an annual production or import volume of ≥10 tons are required to undergo a chemical safety assessment, including toxicity, ecotoxicity and exposure scenario analysis.

2. Registration and Notification Process

1. Responsibility Determination

- Manufacturers/importers are required to register chemical substances in adhesives. If they are companies outside the EU, they must designate an Only Representative (OR).

2. Pre-registration and Data Sharing

- Substances with an annual export volume of 1-100 tons are required to be pre-registered.

3. Submit Registration Dossier

- Including technical dossiers (ingredients, uses, safety data sheets) and chemical safety reports (CSA), submitted through the REACH-IT system.

3. Test items and test methods

1. Chemical test items

- SVHC screening: testing 247 substances of high concern;

- Restricted substance testing: such as heavy metals (lead, cadmium), polycyclic aromatic hydrocarbons (PAHs), etc.;

- Physical property testing: viscosity, curing time, peel strength, etc. (if it involves specific uses).

2. Compliance test process

- Sample preparation: provide finished products and key raw materials (such as resins, solvents);

- Laboratory selection: CNAS/CMA qualified institutions (such as Dezewei) are required;

- Test cycle: 5-7 days for conventional projects, about 20 days for complex evaluations.
