CPC is based on the test results of a third-party laboratory accepted by the CPSC, proving that the product complies with all applicable children's product safety rules. The following are common test items for plush toys:

1. Physical and mechanical properties

- Small parts test: Ensure that there are no small parts in the toy that are easy to fall off to prevent children from accidentally ingesting or choking.

- Tensile test: Test the tensile strength of plush toys to ensure that they will not be easily damaged under normal use.

- Swallowing test: Especially for children under 3 years old, test whether the toy has the risk of being swallowed.

- Lock test: Test whether the locks used in plush toys are easy to open, which may cause children to accidentally choke.

2. Chemical substances

- Restricted substance detection: Such as the content of harmful heavy metals such as lead, cadmium, and mercury.

- Phthalates: Detect whether the toy contains excessive amounts of phthalates, which may be harmful to children's health.

- Total lead test: Ensures that the lead content in the toy's surface coating and substrate does not exceed the specified limit.

3. Flammability

- Flame retardancy test: Ensures that plush toys are not easy to catch fire or ignite other items during use, which is very important for preventing fires and burns.

4. Toxicity test

- Toxicity test: Ensures that the toy materials are not toxic to children when they come into contact with the skin or are ingested.

5. Electric toy safety standards

- 16 CFR Part 1505: If plush toys contain electronic components, they must also comply with the electric toy safety standards.

6. Other related standards

- ASTM F963: US toy standard, covering all toys entering the US market and including mechanical, chemical and flammability specifications.

- 16 CFR Part 1501: Small parts standard, ensuring that there are no small parts in the toy that are easy to fall off.

- 16 CFR Part 1511: Pacifier safety standard, although mainly for pacifiers, it sometimes also applies to certain types of plush toys.
