I. Scope of Applicable Products
Disinfecting and cleaning products exported to the EU typically require CLP-PCN-UFI registration. These mainly include:
Hand sanitizers, surface disinfectants
Laundry detergents, fabric softeners
Kitchen/bathroom cleaners, bleach
Antibacterial wipes, disinfectant sprays
Judgment Criteria: The product contains chemicals classified as hazardous under CLP regulations (such as ethanol, quaternary ammonium salts, hydrogen peroxide, etc.) and is sold to consumers or professional users.
II. Registration Process
Step 1: Product Formulation Analysis
Collect all product ingredients and their concentrations.
Classify the hazard of each ingredient according to EU CLP regulations.
Determine if the product requires hazard pictogram labeling (e.g., GHS02 Flammable, GHS05 Corrosive, GHS07 Warning, etc.).
Step 2: Create an EU Poison Center Account
Log in to the notification system of each member state's poison center (e.g., ECHA's PCN Portal).
Fill in company information to obtain a company account.
If the product is sold in multiple member states, notification must be made separately in each member state's system.
Step 3: Formulation Information Preparation

Step 4: UFI Code Generation
In ECHA Submit formulation information through the PCN system or third-party tools.
The system automatically generates a unique UFI code (format: UFI: XXXX-XXXX-XXXX-XXXX).
Each formulation corresponds to a unique UFI; a new UFI must be generated after changes to different products or formulations.
Step 5: Submit Notification
Submit complete notification information through the PCN Portal.
Submit after confirming the information is accurate.
Receive confirmation receipts from member countries.
Step 6: Label Update
Print/affix the UFI code to the product label.
Ensure the UFI is clearly visible; font size ≥12pt is recommended.
Simultaneously update the product label to comply with CLP requirements (hazard pictograms, signal words, hazard statements, etc.).
