TPD notification process of electronic cigarette export to EU

In April 2014, the European Union issued the updated TPD (Tobacco Product Directive) tobacco product directive 2014/40/EU, which requires that electronic cigarette products be notified and publicized 6 months before entering the market, and the nicotine content is less than 20mg/ml. The TPD notification process of electronic cigarettes exported to the EU is as follows:
1. Register ECAS account:
Provide email address and password to element detection after completion
2. It will take about 2 weeks to provide company information (fill in the submitterid_registrationform_en form) and the latest business license+foreign trade registration form, apply for the submitter ID and obtain the submitter ID.
(Note: Steps 1 and 2 only need to be carried out when submitting the notice for the first time, and do not repeat this process when applying for the notice later)
3. Provide manufacturer details (fill in the Manufacturer Details document);
4. Document to describe the production process including series production;
5. The manufacturer's responsibilities and declarations need to be signed and returned by the applicant;
(Note: The 3rd, 4th and 5th data only need to be submitted at the time of the first announcement, and need not be submitted again when applying for the announcement later)
6. Provide product information (fill in the Product Information Document, one for each product);
7. Document to describe the opening and filling mechanism of the product;
8. Test report (provide sample 3PCS and relevant accessories and instructions, ELT is responsible for testing, and provide test report, including nicotine stable release test, carbonyl compounds and trace metal substances test);
(Note: The 6th, 7th and 8th data need to be submitted at each announcement)
9. Other options include (document showing a copy of the leaflet (manual), document showing an image of the products packaging, optional).
10. Submit relevant information to the EU for EC-ID.
11. The EU forwards the relevant information to the regulatory authorities of each sales destination country. The regulatory authority sends the payment INVOICE to the applicant through email. The applicant completes the payment and waits for the approval of the regulatory authority.
