Article 15
The competent foreign trade department of the State Council may, based on the need to monitor the import and export situation, implement automatic import and export licenses for some goods that are free to import and export and publish their catalogues. Article 16
The State may restrict or prohibit the import or export of relevant goods and technologies for the following reasons:

(2) In order to protect human health or safety, protect the life or health of animals and plants, and protect the environment, it is necessary to restrict or prohibit the import or export;
(3) In order to implement measures related to the import and export of gold or silver, it is necessary to restrict or prohibit the import or export;
(4) There is a shortage of domestic supply or it is necessary to restrict or prohibit the export in order to effectively protect the exhausted natural resources;
(5) The market capacity exported to the country or region is limited and the export needs to be restricted;
(6) There is serious disorder in the order of export operation and it is necessary to restrict export;
(7) In order to establish or accelerate the establishment of specific domestic industries, it is necessary to restrict imports;
(8) It is necessary to restrict the import of agricultural, animal husbandry and fishery products in any form;
(9) In order to safeguard the country's international financial status and balance of payments, it is necessary to restrict imports;
(10) In accordance with the provisions of laws and administrative regulations, other import or export needs to be restricted or prohibited;
(11) According to the provisions of international treaties and agreements that China has concluded or participated in, other import or export needs to be restricted or prohibited.
