What are the additional requirements for baby walkers under the Consumer Product Safety Improvement Act of 2008? What is a baby walker? A baby stroller is a mobile device that allows children to move on a horizontal surface when pushed while sitting or standing inside the stroller.
The baby stroller needs to meet the requirements of surface coating, lead content, testing and certification, registration card, and tracking label.
The surface coating limits the use of paint with a lead content exceeding 0.009% for spraying baby strollers.
The total lead content in any accessible parts of a baby stroller shall not exceed 100 ppm (0.01%).
Testing and certification of baby strollers, like all products designed or used primarily for children aged 12 or below, must be conducted by a third-party laboratory recognized by CPSC to ensure compliance with baby stroller standards and all other applicable child product safety rules. According to this test, domestic baby stroller manufacturers (or importers) must issue a children's product certificate, detailing each applicable rule and indicating that the product complies with these rules.
The manufacturer of each baby stroller must (1) provide a prepaid consumer registration form for each product, and (2) keep records of the consumers who registered their products with the manufacturer. In addition, manufacturers add permanent markings on their products, permanently marking each such product with (3) manufacturer's name and contact information, (4) model name and number, and (5) manufacturing date.
The tracking label baby stroller must be labeled with a tracking label or other permanent distinguishing mark on the product and its packaging. The tracking label should become a permanent distinguishing mark on the product and its packaging to the extent feasible, and must contain certain basic information, including (1) manufacturer name or self label, (2) manufacturing location and date, and (3) queue information, such as batch or run number.
If the information that needs to be marked on the product (according to tracking label requirements and registration card rules) is duplicate, you can combine the markings on the product to meet these two requirements. Please note that the tracking label requirements must also be indicated on the product packaging.
