This regulation regulates a total of 17 types of materials, including active and intelligent materials and products, adhesives, ceramics, soft cloth, rubber, glass, ion exchange resins, metals and alloys, paper and cardboard, plastics, printing ink, recycled cellulose, silicone resin, textiles, varnish, wax, etc. Among them, plastics, ceramics, and recycled cellulose have specific regulations or directives.

In addition, the European Union (EC) No 1935/2004 also stipulates that food contact materials must be safe and the ingredients transferred to food should not pose a threat to human health in terms of quantity; And it cannot change the composition of the food or disrupt the taste and odor of the food.

1. Migration substance testing: Simulate food contact and evaluate whether any chemical substances in the material have migrated into the food, and whether they exceed the upper limit specified by regulations.

2. Dissolved substance testing: Evaluate whether chemicals in materials will dissolve and release into food during contact with food.

3. Physical and mechanical performance testing: Evaluate the physical properties of materials, such as durability, wear resistance, etc., to ensure that they do not affect food safety during use.

4. Application suitability test: evaluate whether the material is suitable for various food contact situations and meets the regulatory requirements of specific industries or products.

5. Safety assessment: Taking into account the above test results, determine whether the material meets relevant safety requirements such as EU regulations on food contact materials.
